About the position
The Environmental Program Administrator for the Coastal Section plays a pivotal role in the administration, strategic planning, and leadership of programs related to coastal and ocean issues within the Division of Climate, Coastal and Energy. This position is responsible for leading multi-disciplinary teams that address local, statewide, regional, and national needs concerning coastal, estuarine, and ocean resources. The administrator will oversee the implementation of the Coastal Management Program, the National Estuarine Research Reserve, and the Coastal Zone Act, ensuring that these programs effectively balance the use and protection of Delaware's coastal resources. In this role, the administrator will plan, coordinate, and oversee program implementation, providing technical direction and oversight for subordinates. They will be involved in drafting laws, rules, and regulations applicable to the assigned program areas, as well as preparing grant applications and budget proposals. The position also entails managing personnel matters, including training, performance evaluations, and hiring recommendations. The administrator will conduct meetings and workshops with other agencies and the private sector to foster collaboration and ensure the successful execution of program objectives. The Coastal Programs Section serves as the Department's research, education, and policy lead for coastal and ocean issues, making this position critical for the effective management of Delaware's federal coastal zone. The administrator will work with a significant degree of independence, reporting directly to the Division Director, and will be expected to establish program objectives, develop and implement policies and procedures, and ensure compliance with funding requirements.
Responsibilities

• Recommends and drafts laws, rules and regulations applicable to assigned program areas.

• Drafts grant applications and budget proposals; may participate in other specialized fiscal activities.

• Manages staff personnel matters such as training, performance evaluation, hiring interviews, and making hiring recommendations.

• Plans, coordinates and conducts meetings and workshops with other agencies and the private sector.
Requirements
• Possession of a Bachelor's degree or higher in Biology, Chemistry, Geology, Physics, Engineering, Environmental Science or related field.

• Three years experience in environmental/natural resources program administration, including overseeing and directing the development, implementation and evaluation of environmental/natural resource programs and services.

• Three years experience in analyzing and evaluating data.
,
• Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.

• Six months experience in operations management, including planning, directing, coordinating, controlling and evaluating operations.
