Job Description

NAES Corporation is seeking an Environmental Manager for its Franklin and Madison Biomass Facilities in Georgia. This role involves ensuring environmental compliance, leading sustainable practices, and collaborating with various stakeholders. Responsibilities include overseeing environmental programs, preparing regulatory reports, managing stormwater pollution prevention, and providing training to plant personnel. The position requires occasional travel to support compliance efforts.
The Franklin Biomass Facility in Carnesville, GA, and the Madison Biomass Facility in Colbert, GA, each produce 55 net megawatts of clean, renewable energy by converting sustainably sourced wood biomass into electricity. Utilizing advanced Foster Wheeler boilers with vibrating grate stokers, along with hot precipitators and selective catalytic reduction (SCR) systems, both facilities are designed for high efficiency and reduced emissions. With one turbine generator at each site, these plants play a vital role in supporting local energy needs while promoting environmental stewardship in their communities.

Opportunity Summary

The Environmental Manager plays a key leadership role at the Franklin Biomass Facility in Carnesville, GA, and the Madison Biomass Facility in Colbert, GA—each producing clean, renewable energy through the conversion of sustainably sourced wood biomass into electricity.

In this role, you will lead initiatives to ensure environmental compliance and advance sustainable operational practices in alignment with our commitment to environmental stewardship and community engagement. The Environmental Manager cultivates strategic, collaborative relationships with plant leadership, employees, regulatory authorities, corporate partners, and community stakeholders.

Your scope of responsibility as Environmental Manager will include the following primary functions:
• Coordinate, oversee, and implement daily multi-media environmental programs, policies, and procedures to ensure compliance with all applicable federal, state, local, and site-specific environmental permits, and regulatory requirements.
• Ensure timely and accurate completion of continuous emissions monitoring system (CEMS) reporting, consistent with Title V permit obligations enforced by environmental regulatory agencies.
• Compile monthly, quarterly, semi-annual, and annual regulatory reports across all applicable programs, including air, water, waste, and chemicals. Responsibilities include monitoring, recordkeeping, data interpretation, and report submission to relevant authorities.
• Maintain regulatory compliance with stormwater pollution prevention planning (SWPPP), including sample collection during rainfall events, analysis of stormwater discharge, and reporting results to appropriate agencies to ensure no unauthorized releases occur.
• Implement and manage spill prevention and control measures and provide technical recommendations on wastewater and water sampling procedures in accordance with National Pollutant Discharge Elimination System (NPDES) permit conditions.
• Maintain and organize the Environmental Management System (EMS) and associated compliance documentation, including SPCC/FRP, CEMS QA/QC plans, and other regulatory records.
• Acts as the interface between management and regulatory agencies (local, state, and federal) in preparation for inspections, coordination of site visits, and resolving major environmental issues.
• Interacts with the plant personnel and company management to communicate environmental requirements, identifies compliance issues, implements compliance requirements, and acts as a technical resource.
• Develop and provide training to plant personnel on key environmental issues, environmental requirements, and compliance.
• Travel on occasion to support environmental compliance and environmental needs at other Heritage project sites.
• Work independently with outside consultants.
• Perform additional assignments and responsibilities as required in support of the facilities’ environmental goals.

Working Relationships

The Environmental Manager reports to the Fleet Environmental Manager and coordinates work activity with all Plant Management, Plant Engineer, and Plant Administrator. Interfaces with contractor and original equipment manufacturer (OEM) personnel for the necessary support and coordination.

The Environmental Manager maintains a close working relationship with NAES corporate Environmental Support Services groups as well as Client corporate contacts.

Physical Requirements And Working Conditions

Physical requirements include standing for extended periods, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.

Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.

Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.

Fitness for Duty

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.

Work Schedule

The regular work schedule follows a Monday through Friday workweek during standard day shift hours. This position will occasionally necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions. Periodic callouts or “On call” status may also be required.

Some travel will be involved to provide operational support at both the Franklin Biomass and Madison Biomass facilities, as well as to participate in Manager, Owner, User Group, or other offsite meetings.

Compensation

This position offers an annual base salary ranging from $100,300 to $140,000 and includes eligibility for an annual performance bonus.

Job Qualifications

We are seeking an experienced professional with a strong passion for regulatory standards, environmental reporting, and ensuring compliance with local, state, and federal environmental regulations.
• Bachelor's degree in environmental science, Environmental Engineering, or a related field; equivalent experience with relevant technical training and certifications (e.g., HAZWOPER) will be considered.
• Advanced level expertise in environmental compliance, preferably in power generation or a related industrial sector. Biomass plant experience is considered a significant asset.
• Solid understanding of power plant operations and how environmental impacts relate to emissions control systems (e.g., SCR, CEMS) and O&M activities.
• Strong knowledge of federal and state environmental regulations, including the Clean Air Act, Clean Water Act, RCRA, and EPCRA.
• Specialized expertise in at least two areas such as air permitting (Title V), Wastewater/NPDES compliance, waste management, or chemical reporting.
• Hands-on experience with Continuous Emissions Monitoring Systems (CEMS) and Data Acquisition and Handling Systems (DAHS).
• Familiarity with stormwater programs, SPCC/FRP planning, and site sampling protocols.
• Ability to prepare regulatory reports and maintain Environmental Management System (EMS) documentation.
• Clear communication and training skills, with confidence in leading meetings, educating staff, and interfacing with regulators.
• Strong organizational, analytical, investigative skills and attention to detail in managing multiple priorities at industrial sites.
• Demonstrate excellent written, verbal, and interpersonal communication skills to effectively collaborate across teams, interface with local, state, and federal regulators, and foster strong community relationships.
• Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Project.
• Must possess a valid and unrestricted driver's license, ensuring it remains in good standing at all times.
