Job Description

Parpacific is seeking an Environmental Manager in Newcastle, WY, to lead the environmental team, manage compliance with regulations, and oversee environmental programs. Responsibilities include budget management, training, inspections, and ensuring timely reporting of environmental data. The role emphasizes proactive leadership in addressing compliance concerns and developing environmental standards while supporting renewable fuel initiatives.

Leadership and Team Management
• Provide effective leadership and guidance to environmental team, fostering a culture of collaboration, accountability, respect for others, integrity, creativity, hard work and continuous learning.
• Actively participate in refinery leadership team and provide environmental assessment on changes to refinery operations as needed.
• Develop and oversee employee training plans, ensuring that employees maintain all qualifications required to perform their job.
• Maintain communications on environmental issues and compliance status across all levels of the organization.
• Provide leadership to proactively identify compliance concerns and develop cross-functional teams, as required, to resolve.
• Manage workload of environmental team by prioritizing the work to meet deadlines and ensure appropriate resources are allocated as needed.
Program Management
• Oversee development of yearly OPEX and CAPEX budgets for the environmental group and maintain cost control of those budgets.
• Develop and monitor key environmental performance indicators and initiate action based on trends.
• Review staffing needs for in-house employees, contract employees, and outside consultants.
• Conduct regular inspections and audits of WRC’s environmental programs to identify gaps, implement solutions, and ensure continued compliance with regulatory requirements. Perform regular field walks to validate current conditions.
• Ensure that local, state, and federal environmental regulations are being met.
• Ensure that all regulatory reports are complete, correct, and submitted on time.
• Ensure prompt reporting of emissions exceedances to proper Agencies.
• Lead and represent WRC in response to Agency Investigations and/or Requests for Information.
• Ensure environmental incidents are promptly reported, investigated and corrective actions implemented.
• Develop and update environmental standards and policies. (Emphasis on develop)
• Stay abreast of new and developing regulations.
• Ensure that emissions monitoring equipment and wastewater system are fully functioning and kept in good repair. (Air Engineer
- Manager has oversight that this is done)
• Support company Renewable Fuels requirements.
• Update Risk Management Plan (RMP) as required.
• Update Facility Response Plan (FRP) as required.
• Oversee air quality monitoring, compliance, and reporting for:
• Title V Operating Permit.
• New Source Review (NSR) construction permitting.
• Leak Detection and Repair (LDAR).
• National Emission Standards for Hazardous Air Pollutants (NESHAP).
• Continuous Emissions Monitoring Systems (CEMS).
• Stack testing and source sampling program.
• Potential to Emit (PTE) spreadsheet as tracked by team.
• Annual emission inventory data.
• Toxic Release Inventory (TRI), Tier II, TSCA, EPCRA/CERCLA reporting.
• Greenhouse gases.
• Benzene National Emission Standards for Hazardous Air Pollutants (NESHAP). Air program.
• Oversee water quality monitoring, compliance, and reporting for:
• Wyoming Pollutant Discharge Elimination System (WyPDES) program.
• Spill Prevention, Control, and Countermeasure (SPCC) program.
• Stormwater Pollution Prevention Plan (SWPP).
• QQQ program.
• Oversee soils, hazardous waste monitoring, and groundwater compliance, and reporting for:
• Resource Conservation and Recovery Act (RCRA).
• Voluntary Remediation Program (VRP).

Key Activities

To succeed as the HSSE Manager, you must demonstrate strong leadership by guiding and developing a team to maintain compliance with air, water, soil, and hazardous waste regulations. Key to this role is effective program and budget management, ensuring environmental performance targets are met while controlling costs. You’ll proactively oversee compliance with federal, state, and local regulations, manage regulatory reporting, and address environmental incidents promptly.

Clear communication across all organizational levels and regular audits will ensure continuous improvement, while staying ahead of regulatory changes and driving continuous improvement and risk management strategies will safeguard the refinery’s environmental standing.
