The State of Arizona is seeking an Environmental Engineer Specialist (EES) for the Safe Drinking Water Section in Phoenix, AZ. The role involves reviewing environmental permit applications, conducting site visits, and providing technical assistance regarding public water systems. Job Summary
The Environmental Engineer Specialist (EES) in our Safe Drinking Water (SDW) Section will review and evaluate environmental permit applications, reports, facility designs, plans and cost estimates. Develop permits, action plans and recommendations based on the review and evaluation. Participate in site visits, data collection, inspections, and investigations regarding environmental topics. Review technical/program documents and applications. Perform environmental calculations based on provided methodologies. Provide technical assistance to the regulated community, staff, and the public pertaining to environmental impact and regulation. Assist in preparing environmental guidance documents.
The position is available for remote work on a full-time basis within Arizona (including virtual office arrangements) with occasional mandatory office meetings and on site evaluations.

Job Duties
• Provide technical assistance to the regulated community, staff, and the public in regards to public water system treatment technologies, operations and maintenance.
• Review data reports, engineering design packages and other technical submittals from State contractors to the Technical Assistance program.
• Conduct site visits and problem solve compliance issues with public water systems.
• Provide technical assistance to help owners and operators meet regulatory requirements.
• Provide guidance to staff and facilities on problems identified in technical reviews.
• Assist in preparing internal and external engineering guidance documents.
• Mentorship of staff and conduct technical review of work of lower level environmental engineers.
• Utilize Lean concepts to drive ongoing continuous improvement.
• Prepare engineering memos and other forms of technical writing for permits.
• Proficient in the interpretation of the Arizona Administrative Code and relevant Arizona Revised Statutes relating to the Safe Drinking Water Act.
• Develop environmental guidance documents, policies and outreach material.
Knowledge, Skills & Abilities (KSAs)
• Considerable knowledge of principles and practices of civil or environmental engineering.
• Knowledge of State and Federal environmental regulations (Safe Drinking Water Act).
• Knowledge of Agency policies, processes and state/federal regulations regarding administration of Agency decisions.
• Strong customer service skills.
• Excellent interpersonal, written and oral communication skills.
• Excellent problem-solving skills and attention to detail
• Ability to balance, prioritize and organize multiple tasks and complete assignments by applicable deadlines.
• Ability to synthesize feedback and adjust plans accordingly and adjust plans accordingly.
• Ability to understand and interpret environmental rules and statutes to determine whether permit applications or plans and reports meet the requirements or request legal interpretation for standard issues.
• Ability to follow guidance documents, standard operating procedures, and other technical instructions in performance of tasks.
Selective Preference(s)
• Bachelor’s degree in environmental engineering or related engineering field with a focus in one or more of the following; environmental, civil, or chemical engineering, other relevant fields. Master’s degree may substitute for 2 years of experience and Doctorate may substitute for 4 years of experience.
• EES 1: 0 - 2 years of relevant experience.
• EES 2: 2 years or more of relevant experience.
• EES 3: 5 years of relevant experience and Engineer in Training (EIT) or Professional Engineer (PE) certification through the Arizona Board of Technical Registration or equivalent organization in reciprocal jurisdiction.
• EES 4 (Associate): 8 or more years of engineering experience. Professional Engineering certification through the Arizona Board of Technical Registration or an equivalent organization in a reciprocal jurisdiction is required.
