Job Description

The Environmental Compliance Specialist position at the Maryland Department of the Environment involves entry to full performance levels of regulatory compliance work in areas such as water pollution control and stormwater management. Candidates need a relevant bachelor's degree or equivalent experience. The role includes consultation, negotiation, and enforcement of environmental laws. It is based in Baltimore, MD, and does not offer remote work options.

Main Purpose of Job

This is the entry (I); intermediate (II); full performance (III) level of environmental, regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining; and oil pollution control. Employees ensure compliance with State and federal environmental laws and regulations through consultation, negotiation, inspection and investigation activities and initiate enforcement actions. This classification series is a non-competitive grouping which allows an employee to advance from an entry level (I) to the full performance level (III) based on qualifications and satisfactory work performance.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline.

Experience:

I - None.

II - One year performing environmental regulatory compliance work in more than one of the following areas: water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining; and oil pollution control.

III - Two years performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining; and oil pollution control.

Notes: 1. Candidates may substitute experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining, or oil pollution control on a year-for-year basis for the required bachelor's degree.

2. Sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of the above disciplines and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.

3. Graduation from an accredited high school or possession of a high school equivalency certificate and four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.

DESIRED OR PREFERRED QUALIFICATIONS



LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area in which they are working.

SPECIAL REQUIREMENTS

Employees in this classification are subject to call-in and, therefore, will be required to provide the employer with a phone number where they can be reached.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered. It is imperative that you give complete information on your application. Please note that you will be required by the appointing agency to provide proof upon hire for all certifications, licenses, education and work experiences. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. Candidates will be placed on the employment list categorized as BEST QUALIFIED and remain eligible for consideration for at least one year from the date of the examination. This list will be used by the hiring agency to select employees. You must possess the minimum qualifications before you may be selected for a State position. Verification will be completed by the Appointing Authority. If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process. Permanent State employees may also complete necessary experience based on the number of hours worked per week. You must include on your application the time in such activity.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
