Job Description
The Environmental Compliance Officer at Cape Fear Public Utility Authority in Wilmington, NC, monitors compliance with environmental regulations across various accounts. Responsibilities include inspecting food service establishments, tracking industrial users, conducting sampling, managing backflow prevention programs, and investigating violations. The role involves data entry, report generation, and public communication regarding environmental regulations. This position requires fieldwork and collaboration with other departments.
Incumbents in this position will be cross-trained and responsible for monitoring commercial, industrial and residential accounts for compliance with pretreatment and cross-connection control regulations and permits. This position is assigned to pay grade G16.
• Inspects Food Service Establishments (FSE) grease interceptors to determine compliance with technical specifications and ordinances.
• Monitors Significant Industrial Users (SIU) by tracking and reviewing analytical data reports and determining compliance with permits.
• Performs SIU monitoring report data entry, evaluation and “extra-strength” surcharge fee calculation and prepares Notice of Violations (NOVs) if applicable.
• Conducts routine sampling events and inspections of SIU’s.
• Inspects backflow prevention assemblies to ensure compliance with cross connection control regulations.
• Supports the Cross-Connection Control (CCC) program by maintaining CCC Operator in Responsible Charge (ORC) certification, testing and repairing CFPUA backflow assemblies.
• Reviewing and processing backflow permits including coordinating with other departments to ensure meter sets.
• Proctors backflow tester certification and recertification classes.
• Recommends enforcement action for violations of applicable regulations or requirements.
• Drafts enforcement orders, civil penalties, or other appropriate documents.
• Performs sampling of wastewater treatment plants and evaluates results for compliance with Federal, State, and local regulations.
• Notifies operators or appropriate staff of any abnormalities or potential upsets.
• Performs water meter tampering and water theft investigations to protect the public water supply from contamination, ensure that distributed treated water is purchased, and to obtain restitution of past debt and assessed tampering fees.
• Manages the septage receiving program which includes permitting septage haulers, compiling monthly waste manifests for billing, updating analytical data received for headworks analysis, and addressing enforcement issues.
• Provides information to the public on environmental regulations, CFPUA ordinances and technical specifications by fielding inquires, and conducting informational meetings.
• Investigates reports of ordinance violations.
• Responds to complaints by performing field investigations, prepares reports of violations, and communicates corrective action plans to customer if noncompliance is determined.
• Communicates results to the consulting engineer or owner while assisting with resolving deficiencies.
• Performs follow up inspections to ensure enforcement actions are completed in designated time frames.
• Reviews plans for proposed construction projects and evaluates compliance with applicable requirements.

• Serve as a member of the environmental management system internal audit team to identify conformity to ISO 14001.
• Enters data into and uses computer databases of industrial, commercial discharges, and cross connection control assemblies.
• Generates periodic reports on compliance rates.
• Coordinates and conducts investigations of sanitary sewer overflows and blockages by using GIS system to determine key contributors, sampling, performing site inspections, conducting interviews of commercial contributors, asserting appropriate enforcement actions, and distributing educational materials.
• Performs other related job duties as assigned.

• Bachelor’s degree in environmental science, biology, chemistry, or related course study.
• One (1) year of professional work experience in an environmental compliance role such as environmental compliance officer, environmental compliance specialist or related work field.
• Requires obtaining Grade 1 Pretreatment Specialist and Cross Connection Control ORC certifications within eighteen (18) months.
• Additional preferences are Water C-Distribution, Collections 1, WW Grade 1, and Wastewater Lab Analyst 1 certifications.
• Possession of or the ability to readily obtain a valid State of North Carolina driver's license.
