DEPT OF EMERGENCY AND MILITARY AFFAIRS The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections-operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Environmental Assessment Programs Manager (EAPM) is stationed at Papago Park Military Reservation in Phoenix, Arizona. This position is in the Construction and Facilities Management Office-Environmental Management Office (CFMO-EMO). The Environmental Management Office has several environmental programs with this position located under the National Environment Policy Act (NEPA) Program, supervised by the Senior NEPA Programs Manager (SNEPA). The EAPM functions as the alternate Environmental Installation Manager of the Army Environmental Performance Assessment System (EPAS) for the Arizona Army National Guard (AZARNG) and the Arizona Department of Emergency & Military Affairs (AZDEMA). As the EPAS manager, the EAPM is responsible for conducting frequent internal environmental compliance audits of all facilities and training sites across the state. As the EPAS manager, the ECPPM will also facilitate any external audits, inspections, or visits conducted by National Guard Bureau (NGB), Arizona Department of Environmental Quality (ADEQ), or other external parties. The ECPPM also functions as the delegated Certified Environmental Professional (CEP) for AZARNG and AZDEMA. Under the SNEPA supervision, this position is responsible for facilitating and certifying all Environmental Conditions of Property (ECPs), Environmental Site Assessments (ESAs), and other related requirements. With the assistance of the SNEPA, this position is responsible for establishing, implementing, and training for the AZARNG Environmental Compliance Officer (ECO) program. This position requires in-state travel and occasional out-of-state travel.

Job Duties:

Conducts internal audits and facilitates external audits typically conducted by regulators and National Guard Bureau. Audits conducted under EPAS will include all operations and activities within all AZARNG/ AZDEMA, including all facilities, operational ranges and other training areas. Evaluate AZARNG sites individually and compositely to determine environmental exposure and potential for environmental liability issues.
Prepares, updates, and executes a Installation Internal Action Plan (IIAP) based on noncompliance trends and historical site performance. Tailors assessments to address high-risk/high-visibility sites. Assists that all findings are closed based on Federal, state or local law, rule or regulation. Ensure that all finding, issues and activities are documented, briefed, and reported on a quarterly basis.
Assesses, Evaluates and documents overall environmental program performance and conformance with Army, state, and municipal regulations. Assessments will include tenant activities, outgrants, leases, and other activities under the purview of AZNG and AZDEMA.
Performs site visits, based on IIAP, in a timely manner to allow time for AZNG Environmental Quality Control Committee (EQCC) review and certification by the Director, Joint Staff. Maintains an inventory of compliance sites and activities with potential to impact the environment. Assists EPM/DEPM with entering and Certifying findings in federal database. Manages and Prepares all EQCC meetings.
Coordinates with AZARNG, AZANG, AZDEMA, and proponent personnel to ensure corrective actions are implemented to reduce environmental noncompliance and/or liability. Provides individual on-site training in order to brief military and civilian personnel regarding their environmental responsibilities. Coordinates efforts with NGB to ensure external assessments are conducted efficiently
Drafts, Implements, and Updates AZARNG Environmental Compliance Officer (ECO) program.
Drafts and certifies all Environmental Conditions of Property and Environmental Site Assessments (ESAs). Facilitates any Environmental Assessments (EAs) and Environmental Impact Statements (EISs).
Assist EMO with implementing environmental regulations and policies established by Environmental Programs / Army National Guard by conducting routine site visits to establish/improve compliance, correct deficiencies, provide guidance/training, and implementing all environmental plans, SOPs, and guidelines.
Assists with other EMO Programs as needed to ensure overall environmental compliance. Coordinates and assists other proponents to ensure overall environmental compliance is achieved.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
40 CFR 260 - 299 specifically, and the rest of 40 CFR in general, as these regulations apply to the generation, accumulation, disposal and preparation for transport of hazardous and universal waste.
40 CFR and 29 CFR (Environmental and Safety) requirements as they relate to AZARNG environmental needs and programs.
49 CFR Parts 171-180, Hazardous Materials Transportation Regulations.
40 CFR 112 requirements for oil pollution prevention, especially section 112.8 regarding Spill Prevention, Control, and Countermeasure Plan (SPCCP) requirements.
Environmental regulations associated with the Arizona Revised Statutes (ARS) and Arizona Administrative Codes (AAC), particularly those focused on regulation of hazardous, universal, and special waste.
Local compliance requirements and best management practices.
Operation of maintenance shops.

NEPA techniques, applications, and standards.
Working knowledge of implementing proponent roles and responsibilities
Working knowledge of the Categorical Exclusion process and determine if any extraordinary circumstances exist that would prevent use of an applicable CX

Selective Preference(s):

The preferred candidate should BS degree or higher in environmental science/management, or a closely related field. Qualified Env. Professional (QEP) through Institute of Professional Env. Practice (IPEP) or equivalent accredited institution; Env. Professional In-Training (EPI) from IPEP or equivalent accredited institution

This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
In State travel required.
Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire
Possess the ability, within 6 months of hire, 40-hour HAZWOPER Certification (annual refresher required) and Resource Conservation & Recovery Act (RCRA) initial certification with annual refresher required.
Has a current Environmental Professional Certification, Qualified Env. Professional (QEP) through Institute of Professional Env. Practice (IPEP) or equivalent accredited institution or has the ability to within 6 months of hire.
At least 1 year experience with conducting environmental audits, drafting environmental conditions or property (ECPs), and/or Environmental Site Assessments (ESAs)
