About the position

The Environmental and Sustainability Project Manager at the Housing Authority of the City of Atlanta (AHA) plays a crucial role in overseeing the HUD environmental review process for various real estate activities, including dispositions, acquisitions, new construction, rehabilitation, and capital improvements. This position is essential for ensuring compliance with regulatory requirements and facilitating the timely completion of environmental reviews and approvals. The Project Manager will work closely with project teams, consultants, regulatory agencies, and stakeholders, under the direction of the Environmental & Sustainability Manager, to support sustainability initiatives in AHA's real estate development and operational activities. In this role, the Project Manager will be responsible for securing HUD environmental approvals by coordinating the preparation of NEPA documentation, which includes Environmental Assessments (EA), Categorically Excluded Subject To (CEST), and Environmental Impact Statements (EIS). The position also involves managing due diligence activities related to environmental requirements, such as Phase I and Phase II Site Assessments, lead-based paint and asbestos inspections, radon testing, and Section 106 consultations. The Project Manager will identify potential environmental impacts and mitigation measures associated with proposed projects and review environmental due diligence documents, providing recommendations to development teams and senior leadership. Additionally, the Project Manager will consult with regulatory agencies to address compliance requirements and obtain necessary approvals. Participation in various project-specific environmental compliance meetings, both internal and external, is expected. The role includes creating Operations & Maintenance Plans to ensure the safety of residents and workers, managing the design process for environmental remediation and hazardous material abatement, and overseeing environmental consultant contracts. Administrative support to the Environmental Department, including scheduling meetings and managing calendars, is also part of the responsibilities. The Project Manager will maintain databases and tracking systems for project status and schedule, monitor industry trends, assist with grant writing for environmental-related projects, and prepare presentations for stakeholders.

Responsibilities

Requirements
• Bachelor's degree in Environmental Engineering, Civil Engineering, Environmental Science, Geology, or similar technical discipline.

• 4-6 years of experience in environmental management or related field.

• Interest in affordable housing development and operations related to environmental management and sustainable development.

• Effective oral and written communication and collaboration skills.

• Strong organizational and time management skills.

• Ability to work independently and in a team environment.
