About the position

The Environmental and Historic Preservation Officer at Iowa Homeland Security and Emergency Management plays a crucial role in ensuring compliance with environmental and historic preservation laws. This position provides technical assistance to various stakeholders, including governmental and non-profit organizations, and is responsible for managing grant programs related to disaster recovery and mitigation. The officer serves as a liaison with federal and state agencies, advising on policies and regulations while supporting disaster response efforts.

Responsibilities
• Provide professional level EHP technical assistance to stakeholders regarding NEPA and NHPA compliance.

• Assist in the management of Iowa's Homeland Security and Emergency Management Grant Programs, including FEMA public assistance and disaster mitigation grants.
,
• Serve as the primary contact for FEMA-R7 Regional Environmental Officer and other relevant agencies.
,
• Advise program managers and department leadership on EHP program policies.
,
• Develop and maintain EHP standard operating procedures and guides.
,
• Support the State Emergency Operations Center during disaster response activations.
,
• Coordinate with federal and state agencies to ensure EHP compliance in projects.
,
• Interpret and advise on environmental and historic preservation regulations and policies.
,
• Conduct damage assessments in disaster-affected areas.

Requirements
• Master's degree in Business, Public Administration, Environmental Science, or a related field.

• Three years of professional experience in grant program planning, analysis, or administration work.
,
• Knowledge of NEPA, NHPA, and other relevant environmental laws and regulations.
,
• Ability to read and interpret complex federal and state laws and regulations.
,
• Experience in providing technical assistance to governmental and non-profit organizations.

Nice-to-haves
• Experience with FEMA's Grants Portal and SHPO's e-106 portal.

• Strong communication skills for briefing and correspondence with elected representatives.

• Ability to work under high-pressure situations.
