About the position

The Environmental Analyst V - River Corridor Map Coordinator position is focused on coordinating and overseeing the Statewide River Corridor Map as part of the Vermont Rivers Program. This role involves collaboration with various sections to ensure accurate mapping and compliance with the Flood Safety Act, while also providing technical assistance and training to external partners. The position allows for telework and requires occasional travel for site visits.

Responsibilities
• Lead and oversee the application of the Statewide River Corridor Map for the Rivers' Physical Science's Mapping team.

• Develop a robust process for river corridor map changes and revisions and provide related training to consultants and external partners.
,
• Review current and background data to ensure river corridor mapping is accurate for regulatory and non-regulatory uses.
,
• Use GIS technology to develop map revisions and track updates.
,
• Oversee the integration of map changes into the Statewide River Corridor Map based on regulatory project review and new assessment data.
,
• Work with external partners to develop statutory in-fill development mapping processes.
,
• Provide technical assistance for Act 250 and new permitting under the Flood Safety Act using river science and river corridor map data.
,
• Attend field site visits for regulatory and non-regulatory river corridor map revision determinations.
,
• Help prioritize watersheds for Stream Geomorphic Assessment updates needed to support improved river corridor mapping and regulation.

Requirements
• Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

• Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.
,
• Five (5) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
,
• Working knowledge of River physical science data collection and use.
,
• Ability to work collaboratively with subject matter experts in the program.
,
• Highly proficient in the application of ESRI ArcGIS mapping software.
,
• Familiarity with regulatory programs and processes.
,
• Ability to provide data synthesis and analysis, and use of GIS remote sensing data.
,
• Demonstrate responsibility, organization, and independence.
,
• Ability to communicate technical information, both orally and in writing, to a variety of audiences.

Nice-to-haves
• Knowledge in geology and soil sciences.

• Familiarity with regulatory programs and processes.
,
• Experience reviewing and analyzing site plans, grading plans, and related engineering and surveying schematics.
,
• Experience or awareness on the use of plain language to communicate complex concepts.
,
• Experience or knowledge with aquatic habitat and biota.

• Knowledge or experience with compliance and enforcement law.
