Job Description
The City of Bradford Metropolitan District Council is hiring an Environmental Analyst for its new Sustainability Department. This hybrid role involves analyzing environmental data, evaluating the Bradford Clean Air Zone, and developing carbon reduction policies. Candidates should have strong data analytics skills and experience with air quality and carbon data. Bradford Council has recently established a new Sustainability Department, expanding the remit of its Clean Air Team, to provide the Council's response to the Climate Emergency and its ambition to make significant progress towards achieving Net Zero targets by 2030. The team is currently developing and delivering a wide-ranging programme of works with a strong emphasis on evidence led policy development and evaluation.
We are looking for an experienced and enthusiastic data analyst to join our dedicated team in the Sustainability Department. This role is an opportunity to make a real difference in our vibrant and diverse city by assisting with the ongoing evaluation of the Bradford Clean Air Zone (CAZ), helping to development a Particle Reduction Strategy (PRS) and taking a lead role in the development of carbon emission inventories and carbon reduction policy evaluation.
The post holder will be based primarily within the Sustainability team but will work collaboratively with, and be supported by, a wider team of data scientists based in the Bradford Health Determinants Research Collaboration (HDRC). The HDRC is currently building research capacity across the council to transform understanding of our people, places, determinants, and health inequalities to drive evidence-based policy decisions.
The main responsibilities of this role:
The data analyst will routinely undertake detailed analysis of environmental data such as air quality data, traffic data, weather data and carbon emissions. They will be tasked with identifying links between these metrics to evaluate the success of existing intervention measures and identify where further local action is needed. A key requirement of the role will be to provide data in more accessible / interrogable formats to other members of the Sustainability team. You will be required to represent the Sustainability team at meetings and public events, and to contribute to presentations, policy documents and other outputs. You will be routinely liaising with leading researchers, public health consultants, central government representatives and colleagues across the West Yorkshire region to help develop new policies and will provide detailed evaluation of major schemes, such as the Bradford CAZ.
Main requirements of the role:
To fulfil this role, you will need to be a confident communicator and able to work independently at pace on tasks and projects allocated to you. It is essential that you have extensive demonstrable data analytics / data science skills (SQL, R, Python or similar), along with a good knowledge and understanding of research methods. Previous experience of working with air quality data sets, air quality models and/or carbon inventories / carbon models is desirable, as is previous experience of local government or other policy development / delivery environments. Existing knowledge and practical experience of data visualisation methods would also be advantageous.
