Position Overview

This position is responsible for the direction and supervision of the inter-disciplinary identification, evaluation, and documentation of the environmental impact of highway projects within the district, the development of mitigation, and the required coordination and resolution of such impacts with the required review agencies to obtain Federal Highway Administration (FHWA) or state environmental approval of all projects within the district.

Essential Functions
• Directs the activities of the Environmental Unit in the development of studies and reports to achieve environmental approval of the district programs.
• Undertakes necessary agency coordination, approval, and participation, as required, in public involvement activities to obtain environmental approval of district projects.
• Prepares and reviews the environmental portion of consultant contracts, reviews and approves manhours, and carries out coordination necessary for environmental approval of consultant reports.
• Recommends environmental mitigation to the district Studies and Plans Engineer.
• Serves as liaison to other district bureaus, as required, satisfying legal requirements and solving special problems of an environmental nature.
• Trains, motivates, directs, and evaluates seasonal subordinate staff.
• Performs duties in compliance with departmental Safety Rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
• Performs other duties as assigned.

Minimum Qualifications
• Completion of a bachelor’s degree majoring in natural science, environmental science, or a related field PLUS two years of technical writing experience in an environmental studies field OR eight years of technical writing experience in an environmental studies field.

Preferred Qualifications
• A thorough understanding of environmental rules and regulations as they relate to highway engineering.
• Knowledge of the National Environmental Policy Act (NEPA) process.
• Experience developing plans and project reports.
• Experience planning, organizing, and executing technical program requirements.
• Working knowledge of Microsoft Word, Excel, and Access.
• Ability to maintain harmonious relationships with employees, agency officials and the public.
• Strong oral and written communication skills.
• Good organizational skills.

• Valid driver’s license.
• Occasional districtwide travel and some statewide, which may include overnight stays.
• Occasional overtime during evenings and weekends.
• Successful completion of a background screening.
