Job Description:
Engineer is needed to review planning and design documents for municipal and industrial wastewater facilities, drinking water projects, public pool construction projects, private onsite treatment systems, and livestock waste control facilities. Work is performed under limited supervision of a higher-level engineer and is reviewed for accuracy and conformance of the final product to engineering principles, agency policies and regulations.
Job Duties:
Reviews facility plans, plans and specifications, construction, operational plans, operator training, and/or operation of drinking water supply systems, swimming pools, sewage treatment plants, feed lots, landfills and/or other equipment/facilities as requested to determine compliance with State and federal laws, regulations, and policies.
Works with consulting engineers to obtain appropriate information necessary to conduct the reviews and evaluations.
Conducts on-site inspections of equipment and/or facilities to determine compliance of the systems with approved plans and specifications and with State and federal requirements.
Negotiates with consulting engineers regarding costs, basic design, and features of environmental engineering projects.
Compiles statistics, charts and tables of findings, interprets findings, and prepares reports or correspondence to present findings to agency staff, consulting engineers, and owners/operators of facilities.
Confers with and provides technical assistance to local boards of health, municipal officials, industrial officials, consulting engineers, and the general public to alleviate environmental hazards and/or eliminate health hazards.
Conducts or assists in training programs for water and wastewater treatment plant operators.
Presents talks to lay and professional groups.
Attends meetings of associations and organizations concerned with environmental and/or health issues as a representative of the agency.

What You Will Do
The Nebraska Department of Environment and Energy is seeking an Engineer for the Technical Assistance Team.

Work is performed under limited supervision of a higher-level engineer and is reviewed for accuracy and conformance of the final product to engineering principles, agency policies and regulations.

Location: 245 Fallbrook Blvd - Suite 100 - Lincoln, NE
Work Schedule: Monday - Friday - 8:00 a.m. - 5:00 p.m. Flexible schedule, remote work, and 10-hour workdays allowed after six-month probation and/or with management approval.
Dress Code: Business Casual
Requirements / Qualifications:
Minimum Qualifications: Bachelor's degree in an Engineering discipline. Must obtain Engineer Intern Enrollment (Engineering in Training Certification) within one year of employment.
Other:
Valid driver's license or ability to provide independent transportation
Ability to lift 30 pounds
Ability to climb a 10 ft ladder
Ability to climb, bend, stoop
Ability to work in outdoor temperature extremes
Ability to walk on uneven terrains and steep slopes to accomplish tasks
Ability to maintain regular and reliable attendance

Knowledge, Skills & Abilities
Knowledge Of: civil engineering theories, principles, and practices of civil engineering and design; modern methods and techniques of drinking water and wastewater system construction, maintenance, and materials; legal responsibilities and ramifications associated with the work performed; federal and agency design standards, specifications, and procedures; federal and State laws and regulations applicable to the function performed; practices and terminology of computer operation and Computer Aided Design and Drafting (CADD); Geographic Information Systems (GIS); mathematics, surveying and material testing; engineering properties of materials and surfacing types; rehabilitation and maintenance techniques; and practical engineering concepts
Skill In: communicating with the regulated community, prioritizing workloads; using analytical judgement to make decisions, making engineering computations in designing difficult engineering projects, making complete engineering plans, using computer programs (Word, Excel, PowerPoint, engineering related programs, etc.) and reviewing and preparing technical reports.
Ability To: interpret, understand and implement State and federal laws and regulations, and agency standards, policies, and procedures; read interpret and evaluate engineering plans and specifications; understand all levels of project design; organize, analyze, and evaluate available information and draw reasonable conclusions; communicate information clearly and concisely; interpret, use, and explain civil engineering plans, maps, specifications and standards and reports, communicate with the public, contractors, consultants, agency staff at all levels, and local government officials; interact with assigned worker, other agency employees, local government representatives, contractors, consultants, and the public.
