Job Description

The West Virginia Department of Environmental Protection is hiring an Engineer for Environmental Protection to manage reclamation projects across various counties in West Virginia. Responsibilities include planning, design, cost estimation, and project management for land and water reclamation. Required qualifications include a Professional Engineer license and extensive experience in engineering, with proficiency in AutoCAD. This is a full-time position based in Philippi, WV.
Overview
The West Virginia Department of Environmental Protection (DEP) Division of Land Restoration is seeking an Engineer to support reclamation projects across a broad region, including Barbour, Berkeley, Brooke, Doddridge, Gilmer, Grant, Hampshire, Hancock, Hardy, Harrison, Jefferson, Lewis, Marion, Marshall, Mineral, Monongalia, Morgan, Ohio, Pendleton, Pleasants, Preston, Randolph, Ritchie, Taylor, Tucker, Tyler, Upshur, Wetzel, and Wood counties. This full‑time professional engineering role involves planning, design, cost estimation, and project management of land and water reclamation activities.


Responsibilities

Prepare plans, specifications, design drawings and maps for requisitioning land and water reclamation projects.
Complete detailed drawings with AutoCAD drafting software for construction projects.
Prepare engineering cost estimates for reclamation work to be bid by RFQ or work directive.
Assist in determination of property acquisition boundaries and calculate land areas and earthwork volumes.
Provide professional certification of design and construction documents.
Review engineering designs, drawings and specifications from consultants to ensure completeness and compliance.
Conform to code requirements and design facilities that meet water treatment obligations.
Perform or direct corrections to plans, including NPDES applications for permits.
Make and approve adjustments to reclamation plans as site conditions warrant.
Review and approve construction inspection reports and perform project management for OSR projects, including pre‑bid conferences, addendums, pre‑construction conferences, submittals, payment applications, field adjustments, change orders, inspection staff, and quantity calculations.
Resolve contractor issues and disputes and coordinate with private conditions.
Plan, design, and provide technical assistance for operation of polluted mine drainage treatment facilities to meet NPDES standards.
Cooperate with state and federal agencies (OSM, EPA, USACOE, DNR, Courts) to minimize adverse environmental impacts.
Prepare requisitions, MR‑12 forms, DOH permit applications, and addendums.
Learn and use AMD‑Treat and AutoCAD for design of acid mine drainage water treatment facilities.
Attend regular state or federal training sessions as needed.
Design pumping systems for water treatment and sludge handling systems on AMD water treatment projects.
Conduct investigations of complaints and prepare reports.
Maintain weekly and monthly work reports, perform impoundment safety inspections in line with MSHA guidelines.
Perform other duties as assigned and as required.

Qualifications

Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.
Seven (7) years of full‑time or equivalent part‑time paid experience in engineering, with at least three (3) years as a licensed Professional Engineer.
Experience must be acquired after the bachelor’s degree, although it may occur before or after registration.
Proficiency with AutoCAD drafting software and the ability to learn AMD‑Treat for acid mine drainage design.
Knowledge of NPDES permitting, land acquisition, and volume calculations for reclamation projects.

Additional Information
MVR (Motor Vehicle Record) screening will be conducted prior to hiring and annually thereafter. Candidates will complete an internet‑based profile assessment. Employees involved in SMRCA programs must file a Statement of Employment and Financial Interest (OSM 23) before final appointment and annually thereafter.
