Job Description
The State of Vermont is hiring an Energy Program Specialist III to manage federally funded energy programs aimed at promoting efficiency and sustainability. This role involves developing grant programs, engaging with stakeholders, and monitoring program results. Candidates should have strong interpersonal and project management skills, along with a background in energy policy. The position requires work in an office setting with some travel and is limited service, non-tenured.
Overview The Vermont Department of Public Service (DPS) is pleased to announce an exciting opportunity for a dynamic and qualified candidate to join its team to advance state energy progress as an Energy Program Specialist. An arm of the executive branch, the DPS conducts comprehensive energy planning for Vermont and represents the public interest in matters regarding energy, telecommunications, water, and wastewater. The Energy Program Specialist will work within Vermont's State Energy Office (SEO) to deploy federal funding through programs that promote energy efficiency, electrification, resilience, reliability, and sustainable energy resources in Vermont. The SEO serves as a liaison to other State agencies working on energy and climate programs. This limited-service Energy Program Specialist position will coordinate the deployment of federal funds received by DPS. The Energy Program Specialist position will work cooperatively with other team members as well as independently to: Develop, implement, and oversee federally funded grant programs consistent with Vermont's Comprehensive Energy Plan and overall state energy policy. Engage with customers, developers, electric utilities and other stakeholders to inform program design. Draft and manage subrecipient grants. Establish program targets and monitor results of energy program implementation. Track and report expenditures and program results consistent with state and federal requirements. The ideal candidate will have strong interpersonal skills, project management experience, a knowledge of Vermont energy policy, and analytic expertise necessary to carry out the duties of the position. Excellent written and oral communication skills are required. Working knowledge of energy efficiency, utility regulation, or related field is desired. This is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs. Environmental Factors Work is performed in a standard office setting, with some required travel to meetings for which private means of transportation must be available. Some evening, weekend, and overtime work may be required. Extensive interaction with utility representatives, public interest groups, consultants, public and private organizations, and citizens will be expected. Minimum Qualifications Master's degree or higher in environmental or energy studies, engineering or other quantitative science, economics, law, public policy or administration, business administration, or a closely related field. OR Bachelor's degree in environmental or energy studies, engineering or other quantitative science economics, pre-law, public policy or administration, business administration, or a closely related field AND four (4) years or more of experience involving management, analysis or development of energy programs, and general knowledge of renewable energy and energy efficiency. OR Eight (8) years or more of experience in environmental or energy studies, economics, public policy or administration, or business INCLUDING four (4) years or more of experience involving management, analysis or development of energy programs, and general knowledge of renewable energy and energy efficiency.
