JOB SUMMARY:

Under the guidance of the Energy Project Manager, accomplishes the ARPA Program’s objectives by researching and developing energy options for tribal members to reduce their cost of living and use of energy.

Upholds the organization’s mission, and values as well as demonstrates an understanding of and compliance with organization’s policies and procedures.

Promotes the organization’s mission and vision and demonstrates integrity, professionalism, accountability, cooperation with and consideration of others.
Essential Functions:
• Prepares and submits grant funding applications and project proposals to integrate electrification into the homes of tribal members.
• Identifies narratives, staffing plans, resource commitments, deliverables and timelines, reporting requirements, work products, and related needs for each submittal; assesses funding opportunities to identify potential projects, funding limitations, or barriers and concerns to enhance the success of each application.
• Develops partnerships with tribal households, local organizations, and state and federal partners to develop a workforce, enhance infrastructure, and add new technologies into the local energy mix.
• Researches technologies appropriate for use in the Tribe’s location.
• Develops plans to integrate new technology into tribal homes.
• Enhances energy efficiency and electrification by installing weatherization and heat pumps in Village buildings.
• Creates cost efficiency strategies for electrification of Department of Energy resources.
• Achieves financial objectives projects by assisting with creation and tracking of project budgets.
• Establishes and maintains effective working relationships with local, state, and national organizations.
• Coordinates with other departments and external partners to advance project goals.
• Plans, schedules, and monitors project timelines, milestones, and deliverables.
• Prepares and presents comprehensive reports on the status, activities and plans for current and future operations.
• Collaborates with other departments to maintain a healthy and safe atmosphere for all programs.
• Ensures compliance with governmental regulations, ordinances, laws, grants, policies, and other guidelines.
• Represents the Village at national, state, and local meetings/conferences to promote and explain the Tribe’s objectives.
• Stays current and knowledgeable on relevant regulations and trends related to energy efficiency.
• Participates in regular meetings to ensure effective communications about project expectations and progress.
• Builds and fosters effective working relationships with others.
• Enhances professional growth and development through participation in seminars, educational workshops, classes, and conferences.
• Performs other duties as required or assigned.
SUPERVISORY RESPONSIBILITY:
• None
MINIMUM QUALIFICATIONS:
• High school diploma or equivalent.
• Three (3) years of experience working in energy efficiency preferred.
• A combination of relevant education and experience may be considered.
• Must obtain and maintain certification in heating systems design and integration, in weatherization, and as a energy rater.
• Valid driver’s license is required.
• Must be able to successfully complete a background investigation and drug test.
PREFERRED KNOWLEDGE, ABILITY, AND SKILLS:

Knowledge of:
• Traditional forms of government and tribal customs and traditions.
• Policies, functions, and responsibilities of the Native Village of Kotzebue and Alaskan Native culture, traditions, history, and needs.
• Applicable federal, state, tribal laws, regulations, requirements, principles, and practices of project management.
• The development and preparation of grants.
• Modern trends related to the practice of grant management.
• Funding sources and mechanisms.
• Energy efficiency and weatherization practices.

Skill in:
• Proposal and grant research and writing.
• Preparing operational reports.
• Analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
