Job Description
The US Department of Homeland Security is seeking an Emergency Management Specialist (Recovery) in Lake Mary, FL. The role involves supporting disaster recovery efforts, engaging with stakeholders, and requires strong communication skills and proficiency in Microsoft Office. Candidates must have relevant experience or education at various qualification levels, demonstrating skills in relationship building, data analysis, and program management.
In this Emergency Management Specialist (Recovery) position, the ideal candidate will support the delivery of disaster recovery efforts with other emergency management stakeholders and partners. The ideal candidate is knowledgeable in the application of policy and regulations, has excellent written and verbal communication skills, is proficient in Microsoft Office applications, and is able to learn and work in a fast-paced environment.

To qualify for this Emergency Management Specialist (Recovery) position at the IC-07 level, you must possess one full year of specialized experience equivalent to at least the IC-05 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
• Building and maintaining relationships with stakeholders as it relates to support emergency management and disaster relief programs,
• Supporting data collection by conducting fact-finding techniques to research and validate data; and,
• Assisting in the development analytical reports and summaries to support decision-making.
OR Education
1 full year of graduate level education
or
superior academic achievement
OR Combination of education and experience.
To qualify for this Emergency Management Specialist (Recovery) position at the IC-09 level, you must possess one full year of specialized experience equivalent to at least the IC-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
• Communicating with external stakeholders to enhance service delivery and collaboration,
• Reviewing and researching applicable policy to support decision-making for program delivery; and
• Writing analytical reports and summaries to identify program improvements.
OR Education
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D
To qualify for this Emergency Management Specialist (Recovery) position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
• Managing complex programs, fostering partnerships, and/or implementing solutions to enhance stakeholder satisfaction and efficiency,
• Researching regulations, assessing program alignment, and/or providing strategic recommendations to optimize outcomes; and
• Developing data-driven reports, tracking Key Performance Indicators, and leveraging insights to improve program effectiveness.
OR Education
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M
