Job Description

The Townsville City Council is hiring an Emergency Management Operations Officer for a permanent full-time role in Townsville, Australia. The position requires extensive experience in emergency/disaster management and planning, with responsibilities including developing and improving emergency management strategies. The role involves working from the Local Disaster Coordination Centre, contributing to community safety and crisis response. A relevant qualification and strong leadership skills are preferred.

About The Role

The purpose of this role, is to develop and ensure the maintenance and continual improvement of Council’s Emergency Management arrangements and response capability including implementing a broad range of strategies specifically related to disaster planning and response operations.

Working from the Local Disaster Coordination Centre, this role will contribute to the development, maintenance, and testing of Council’s emergency management plans, including response, recovery, and business continuity planning. This will include undertaking community profiling, including identifying risks and vulnerabilities to develop strategies for future mitigation and prevention opportunities.

About You

You will have e xtensive experience in emergency/disaster management and high-level planning, including proven ability to effectively plan for and manage responses to crisis and natural disasters and can work flexible hours and be on-call during emergencies. This will be coupled with your s trong decision-making skills, the ability to stay calm in high-pressure situations, problem solving skills and the ability to think strategically.

Ideally You Will Have
• Tertiary or Postgraduate qualification in Emergency Management, Public Safety or Disaster Management or significant experience in emergency management or operations within a government, non-governmental, or private sector environment.
• Certificate IV in Training and Assessment or equivalent demonstrated experience in delivering training (Desirable).
• Current “C” class driver’s licence.
• Highly developed leadership, interpersonal and communication skills with experience leading project teams or resources.
• Demonstrated project management skills with the ability to develop, administer, manage and coordinate projects and resources.
• Experience leading teams under pressure, making quick decisions, and ensuring effective response operations.
• Familiarity with emergency management software, mapping systems, and incident management systems.
• Deep understanding of local, state, and national emergency management frameworks, including the Queensland Disaster Management Act 2003.
• Excellent interpersonal and communication skills, with particular emphasis in the areas of consultation, customer service, negotiation, influencing, conflict resolution and assertiveness to resolve organisational issues and meet changing organisational needs.
• Proven supervisory experience within a multi-disciplinary function including the ability to develop, coach, guide, mentor and motivate staff.
