Job Description

The EHS Manager at gpac in Long Beach, CA, is responsible for ensuring safety and compliance in chemical transportation and handling. Key duties include overseeing DOT compliance for CDL drivers, managing safety policies, conducting audits, and leading incident investigations. The role requires a degree in Environmental Health & Safety or related field and at least 5 years of experience in safety management within the chemical or transportation industries.
The Environmental Health & Safety Manager is responsible for ensuring the safety, compliance, and well-being of all employees involved in chemical transportation, handling, and cleaning operations, with an emphasis on DOT compliance.

Responsibilities And Duties
• Subject matter expert on anything DOT/FMCSA related. Responsible for ensuring the safety and compliance of the Transportation Department CDL Drivers and equipment.
• Confirm fleet is compliant with all DOT regulations including BIT/VIKTP
• Ensure all CDL Drivers are compliant and current with all necessary licenses, endorsements, medical certifications and administer Driver Qualification (DQ) files
• Oversee CDL Drug & Alcohol program, schedule random drug and alcohol test, maintain relationships with all testing locations
• Audit drivers HOS logs and collaborate with operations in order to verify driver compliance
• Responsible for planning and implementing safety policies and procedures in compliance with local, state, and federal OSHA and Hazardous Material rules and regulations.
• Oversee process for onboarding engagement process for new company and independent contractor drivers: background checks, DOT physicals, etc.
• Responsible for renewing all necessary Transportation permits and licenses with regulatory bodies
• Serve as subject matter expert for AQMD and CARB for on-road / off-road fleet regulations
• Monitor fleet CSA scores and propose safety measures for continual improvement. Collaborate with Operations and Maintenance to identify opportunities for improvement. Dispute / DataQ CSA observations when necessary
• Perform chemical risk assessment evaluation and data entry.
• Inspect terminals/facilities to detect existing or potential safety and health hazards. Determine and implement corrective or preventative measures as needed; follow up to verify new measures have been implemented and processes adhered to.
• Ability to lead incident investigation of injuries, property damage, spills, and other non-conformances with operational personnel.
• Prepare reports and other documentation for submittal to insurance, legal, and regulatory bodies.
• Oversee the administration of insurance claims, including workers' compensation, Occupational Accidental insurance and other Independent Contract driver programs. Work with insurance companies to reduce employee lost time.
• Manage company Standard Operating Procedures (SOP) including creation, training, revision, and review.
• Responsible for renewing all necessary permits and licenses with Federal, State and local regulatory bodies
• Lead safety committee meetings with operations personnel.
• Supervise the Safety Associate and work to uptrain and improve his skill sets
• Other duties as assigned

Requirements And Qualifications

• Undergraduate degree in Environmental Health & Safety, Engineering, or similar science related degree preferred
• Minimum 5 years' experience managing safety programs in the chemical, petrochemical, or transportation industries
• Must have comprehensive knowledge of DOT/FMCSA and CARB regulations/administration.
• Strong attention to detail
• Required leadership and management skills include the ability to motivate and influence others, focus on teamwork, and an emphasis on continuous improvement. Must have strong interpersonal and communication skills
• Proficiency with PC software e.g. MS Word, Excel, PowerPoint is necessary for this position. Must be self-motivated with good critical thinking, deductive reasoning, and decision-making skills. Must be organized
