Job Description

The Eastern Municipal Water District is seeking an Energy Program Manager to oversee energy management initiatives, engage with stakeholders, and analyze data for efficiency and budgeting. Candidates should have a bachelor's degree in a relevant field and 5 years of experience in energy management. The position is based in Perris, CA, with a salary range of $133,099 to $165,651. Recognized as a leader in the water industry throughout California and nationally, the Eastern Municipal Water District (EMWD) is the water, wastewater, and recycled water service provider to nearly one million customers living and working within a 600-square mile service area in Western Riverside County. With a highly trained workforce of approximately 650 employees, EMWD’s FY 2024-2025 budget is $619 million, of which $163 million is for capital expenditures.

Organized within the Administrative Branch of EMWD, the Energy Management Program focuses on the ever evolving and fast-paced field of energy management. EMWD actively pursues alternative sources of energy and strategies to address energy costs and reduce its carbon footprint. EMWD has invested in solar, digester gas utilization, battery energy storage systems (BESS), microturbines, and demand response.

The Energy Program Manager plans, organizes, manages, and coordinates energy management programs and strategies; monitors, advises, and participates in legislative and regulatory processes; formulates positions on energy-related matters affecting EMWD while engaging key stakeholders, industry associations, energy utilities, and policy makers in guiding outcomes; analyzes data to identify efficiency and cost control measures in order to prepare energy budgets and forecasts; and manages applications for funding opportunities.

Requires a combination of experience and education such as: a bachelor’s degree from an accredited college or university with major coursework in business or public administration, electrical engineering, or a related field; AND 5 years of progressively responsible energy management experience. Certification as a CEM (Certified Energy Manager) is desired. Candidates from both the public and private sectors are invited to apply.
