The NM State Land Office has a Non-Emergency Telework Policy, which allows eligible employees to telework up to twenty-four (24) hours a week consistent with the agency's business needs.

The Commercial Resources Division currently is operating on a schedule allowing for up to 16-hours of telework after a probationary period. All new hires in the Commercial Resources Division must complete a 6-month probationary on-boarding and training period before becoming eligible for telework agreements.

As a valued State Land Office employee, you will receive a hiring bonus of forty (40) hours of leave at your start date to be used at any time. This is in addition to standard leave accrual for employees.

Why does the job exist?

The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. The Director of the Office of Renewable Energy (ORE) is tasked with advancing renewable energy projects on state trust lands. This position plays a key leadership and strategic role within the Commercial Resources Division. The Director manages three (3) positions within the office and is responsible for developing partnerships and executing revenue-generating leases for wind farms, solar arrays and battery storage.

Since the ORE was created in 2019, the amount of renewable energy on state trust land has seen a 7x fold increase, from 400 to approximately 2,800 megawatts. Renewable energy leasing revenue totaled $4.5 million in fiscal year 2024 and the demand for additional renewable energy projects in New Mexico is at an all-time high. Earnings from State Land Office projects finance public schools, universities and hospitals throughout the State.

How does it get done?

The key responsibilities include working closely with developers, identifying potential areas for leasing, processing applications for renewable energy generation and storage, negotiating leases, working with internal staff to review project siting and design, managing executed leases, and overseeing the long-term lease advertising and bidding process. The position requires excellent communication with lessees/lease applicants, collaboration with agency divisions, and engagement with external stakeholders. In addition to setting and implementing strategic objectives and effectively managing the office, the Director participates in trainings, site-visits, conferences and pertinent community activities to expand knowledge, network and skills in support of growing and sustaining the ORE.

Minimum Qualification

A Master's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess possess and maintain a valid New Mexico Driver's License.

Must obtain and maintain a state of New Mexico Defensive Driving Certificate.

Working Conditions

Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usagw with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25 lbs. Some travel may be required.
