Job Description
The State of Maryland is hiring a Designated ADMIN Manager III Environmental Justice Officer to lead efforts in promoting equitable outcomes related to state resources. Responsibilities include advising leadership on environmental justice, developing restoration projects, building community relationships, and securing funding for affected communities. Introduction
This is a position specific recruitment for the Maryland Department of Natural Resources, Office of the Secretary. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job
The Maryland Department of Natural Resources is seeking an Environmental Justice Officer (EJO) to advise the Secretary and lead the delivery of equitable and just outcomes related to the State’s resources. The Department leads Maryland in securing a sustainable future for our environment, society, and economy by preserving, protecting, restoring and enhancing the State’s natural resources. The Department proudly works alongside state coalitions, non governmental organizations, and state agencies to focus on environmental justice in the state of Maryland.
Responsibilities
The EJO is responsible for providing subject matter expertise on environmental justice issues and advising the Secretary and Executive leadership on how to increase environmental justice outcomes in communities across Maryland. The officer has the primary responsibilities of:
• Advise across all units of the Department to ensure our work tackles injustice and improves access to our shared resources.
• Contribute to the development of complex restoration projects that restore and protect natural resources that provide benefit to front line communities, including projects that reduce flooding, plant trees and make communities more resilient in the face of climate change.
• Build relationships with communities and organizations that experience disproportionate environmental impacts and who can benefit significantly from restoration and protection.
• Identify and provide assistance in access to funding from state, local, federal and private sources for communities experiencing environmental justice issues.
• Coordinate across agencies and with federal partners to leverage other funding streams and programs.
• Prepare reports based on findings and shared results to make recommendations to help organizations reduce their environmental impacts and improve the state's resources for underserved communities.
Minimum Qualifications
Education: Bachelor’s Degree from an accredited college or university in Environmental Science, Environmental Policy, Sustainability, or a related field.
Experience: 3 years of experience working on environmental justice issues, community organizing, or social science.

• Candidates may substitute an Associate's Degree from an accredited college or university in Environmental Science, Environmental Policy, Sustainability, or a related field and 2 years of experience working on environmental justice issues, community organizing, or social science for the required education.
• Candidates may substitute 4 additional years of experience working on environmental justice issues, community organizing, or social science for the required education.
• Candidates may substitute additional graduate education at an accredited college or university in Environmental Science, Environmental Policy, Sustainability, or a related field, at the rate of thirty credit hours for each year of the required experience for up to one year of the required experience.
Desired Or Preferred Qualifications
• Experience engaging across diverse audiences and stakeholders.
• Strong communication skills in a variety of media including written, oral and social media.
• Experience providing subject matter expertise on environmental justice issues.
• Proficiency in environmental laws, regulations, and policies, including those related to environmental justice.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Persons in this position may be assigned duties which require the operation of an automobile or other motor vehicle. Employees assigned such duties will be required to possess the appropriate operator’s license valid in the State of Maryland.
