Job Description
The Town of Holly Springs seeks a Deputy Director of Utilities and Infrastructure (Water Resources) to lead operational excellence and sustainability. Responsibilities include overseeing divisions, managing infrastructure projects, ensuring regulatory compliance, and developing departmental policies. The role involves budget management, grant oversight, and collaboration with engineers and the community. The Deputy Director will report to the Executive Director and manage a team of 50 employees, focusing on enhancing water resources and infrastructure.
The Town of Holly Springs is seeking a dynamic and innovative Deputy Director of Utilities and Infrastructure (Water Resources) to lead with a focus on collaboration sustainability and operational excellence. This next Deputy Director will have the opportunity to contribute to a thriving community with a commitment to highquality services regulatory compliance and ensure the continued success of critical infrastructure projects while fostering community trust and engagement.
The Deputy Director will provide leadership and oversight for assigned divisions within the Utilities and Infrastructure Department including the supervision and development of team members to ensure peak performance. This role will involve managing diverse responsibilities such as planning coordinating and directing infrastructure projects ensuring regulatory compliance and guiding the development and implementation of departmental policies and procedures. Some key responsibilities include auditing staff work mentoring employees and driving operational efficiency while adhering to safety standards and best practices.
This role will be integral in developing and managing the Towns short and longterm goals for utilities and infrastructure. The Deputy Director will play a critical role in preparing and managing division budgets forecasting funding needs and identifying capital improvement priorities. Additionally this position will oversee grant applications and funding opportunities ensuring resources are allocated effectively to advance infrastructure development and maintenance. The next Deputy Director will collaborate with engineers consultants developers and residents serving as a technical resource and ensuring adherence to town ordinances and engineering standards.
The Deputy Director will report to the Executive Director of Utilities and Infrastructure and have three direct reports and oversight of 50 fulltime employees. The next Deputy Director will work closely with the Director of Utilities and Infrastructure to represent the Department on various internal and external matters. This includes presenting updates to the Town Manager Mayor Town Council and other boards as well as addressing public inquiries and concerns related to utilities and infrastructure. The Deputy Director will conduct public meetings to keep residents informed on key projects and ensure transparency in operations.
In this position the Deputy Director will have the opportunity to lead a team dedicated to maintaining and enhancing Holly Springs water resources and infrastructure. The next Deputy Director will help shape the future of the Towns utilities through a balanced approach of strategic planning and operational excellence ensuring compliance with all federal state and local regulations. This next Deputy Director of Utilities and Infrastructure (Water Resources) will be a collaborative and resultsdriven leader passionate about making a lasting impact on the community.
Priorities
• Develop and maintain positive relationships with the Town Council.
• Build and maintain strong relationships with team members stakeholders and partners.
• Collaborate with partners to implement the Capital Improvement Plan (CIP).Foster state and regional partnerships to advance department initiatives.
• Lead and oversee asset management by assessing existing infrastructure managing current assets and planning for future needs.
• Understand and contribute to the Departments development plan aligning efforts with organizational goals.
• Develop and implement a recruitment and retention strategy to attract new talent and retain existing employees.
• Evaluate department structure identify the need for new positions and recommend organizational adjustments.
• Explore and identify future sewer expansion opportunities to meet growing demands.
The Ideal Candidate
The successful Deputy Director will be a dynamic customerfocused leader who thrives in a fastpaced utility growth environment. This leader will manage services for 15000 customer accounts serving a diverse customer base of 52000 residential customers and 30 nonresidential users including key industrial and pharmaceutical partners. With a commitment to professionalism flexibility and agility the ideal candidate will foster innovation while ensuring excellent service delivery to the community. They will bring a strong utility background (either at the local or authority level) an ability to navigate state and regional partnerships and experience managing regulatory relationships with entities like the NCDEQ (North Carolina Department of Environmental Quality).
The ideal Deputy Director will leverage their leadership and project management expertise to oversee $500 million in capital improvement projects over the next five years. The ideal candidate will have a strong foundation in engineering and a PE license is preferred along with a proven ability to support economic development initiatives and the unique needs of life science industrial clients. The ideal candidate will be a strategic thinker and a change agent empowering their team to meet both daytoday challenges and longterm objectives.
This collaborative leader will excel at working with a multigenerational team fostering diversity equity inclusion and belonging among employees of various ages races and genders. The successful Deputy Director will adeptly manage legacy employees while leading transformative change cultivating an environment that values shared ideas and supports leaders within the Department. The ideal candidate will possess the ability to guide a diverse team of laborers and professionals while inspiring them toward shared goals.
A skilled communicator and mentor the successful candidate will provide exceptional support to department leaders while maintaining a focus on service excellence and operational efficiency. The ideal Deputy Director will demonstrate the ability to build and sustain regional and local partnerships ensuring that the Utilities and Infrastructure Department remains an innovative and trusted leader in water resources management.
Qualifications
Minimum requirements include a bachelors degree from an accredited college or university with a major in civil engineering or other related degree. At least seven 7 years progressively responsible experience in utilities management at least five 5 years of supervisory experience is and an NC PE License is also preferred.
Preferred qualifications include a masters degree from an accredited college or university in Public Administration or Engineering and/or an NC PE License.
