Job Description
Raftelis is hiring a Deputy Director of General Services for Environmental Services in Leesburg, VA. This leadership role involves overseeing budgets, ensuring regulatory compliance, and supervising staff. The Deputy Director will collaborate with various stakeholders, focusing on operational excellence and strategic planning to enhance the County’s environmental services. The Position
Loudoun County is seeking a proactive, solutions-oriented leader to serve as the newly created Deputy Director of General Services for Environmental Services. This position reports to the Director of General Services and works closely with other Department and County leadership. This Deputy Director, in partnership with the Director and the Deputy Director for Transit, Fleet, and Facility Operations, plays a key role in shaping departmental priorities, overseeing budgets, and ensuring compliance with local, state, and federal regulations. This position directly supervises two Assistant Directors (Waste Management and Public Works & Environmental Services) and indirectly supervises five Division Managers and their staff, providing high level direction and support to ensure alignment with organizational goals. Additionally, as one of two Deputy Directors, this position serves as a key liaison between the Department and internal stakeholders, external agencies, and the community, representing the Department in high-level discussions and initiatives related to their respective areas of responsibility.
This new role requires a leader who can balance day-to-day operational excellence with long-term strategic planning to optimize resources and ensure the County’s environmental stewardship responsibilities and evolving service needs are met. The Deputy Director for Environmental Services will have the opportunity to enhance the County’s operations, foster innovation, and contribute to a well-managed and high-performing organization. Qualifications
Minimum requirements include any combination of education and experience equivalent to a master’s degree in business administration, public administration, or a related field, along with five years of progressively responsible experience in a directly related field, including three years in a supervisory or management role, preferably in a government setting. Candidates must have experience in organizational leadership, operational oversight, and process optimization, as well as knowledge of federal, state, and local laws, regulations, and codes applicable to environmental functions. Strong skills in budget management, policy development, project management, and stakeholder engagement are essential.
Preferred qualifications include senior or management-level certification in environmental services, engineering, environmental science, or a related field, active membership in professional organizations, and experience leading large teams implementing high impact cross functional environmental projects, waste management, or sustainability initiatives. We are seeking candidates with a proven leadership track record in policy development, process improvement, and performance measurement within a public sector environment. Collective bargaining experience is preferred. Strong candidates will demonstrate their ability to lead teams and drive impactful change at an organizational level.
Compensation and Benefits
The full salary scale for this position's classification is $127,423-$220,715. The anticipated hiring range for this position is $170,000-$200,000, depending on qualifications.
