Overview
The Agency of Transportation is seeking a motivated engineer to join the construction services group. Experience in environmental engineering, regulatory permitting and construction is preferred.
This position requires strong communication, sound judgment, and collaboration skills to support the delivery of environmentally responsible transportation infrastructure. The Engineer is also expected to uphold workplace safety, equity, and professionalism in all interactions.
A successful applicant will provide technical expertise and oversight to ensure compliance with environmental permits, specifications, and regulatory requirements on construction projects. This role supports Resident Engineers, inspection staff, and contractors through on-site reviews, permit guidance, and coordination efforts to ensure erosion prevention, sediment control, and other environmental protections are effectively implemented.
Key responsibilities include reviewing contractor EPSC (Erosion Prevention and Sediment Control) plans, participating in internal project reviews, and contributing to the development and refinement of environmental policies and procedures. The CEE also leads workload planning, provides consultant oversight, and identifies training needs for construction personnel to ensure clear understanding of environmental compliance protocols.
This position is classified as a Civil Engineer III by the Department of Human Resources.

Environmental Factors
Duties are generally performed in both office and field settings for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.
Minimum Qualifications
Bachelor’s degree in civil engineering, construction management, architectural engineering, or related technical field AND four (4) years of engineering experience.
OR
Associates degree in civil engineering, construction management, architectural engineering, or related technical field AND six (6) years of engineering experience INCLUDING licensure as an Engineer Intern.
