Job Description

The Construction and Demolition Zero Waste Coordinator at the City and County of San Francisco will implement and enforce the Construction and Demolition Debris Recovery Ordinance. Responsibilities include developing zero waste programs, supervising staff, conducting inspections, monitoring compliance, and preparing legal documents. The role requires collaboration with city agencies and entails day-to-day decision-making. This is a temporary position lasting 24 months, based in San Francisco, CA.
As the Construction and Demolition Zero Waste Coordinator, you will coordinate the implementation, evaluation and enforcement of the City’s newly amended Construction and Demolition Debris Recovery Ordinance and supporting regulations. Additionally, the Construction and Demolition Zero Waste Coordinator will provide expertise and analysis on issues that may affect our path to zero waste such as: policy development and advocacy, on-site inspections, compliance monitoring and enforcement procedures, and behavior change methods. You will have day-to-day decision-making responsibilities for projects as well as the ability to negotiate within project scopes.

You will also have the opportunity to supervise 1-2 employees, and direct the work of fellows or interns as the need may arise.

What You’ll Do - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.
• Develop, coordinate, and implement zero waste programs to increase source reduction, reuse, recycling and/or composting in the construction sector to help meet zero waste targets of reducing discard material generation 15% by 2030 and disposal 50% by 2030.
• Oversee the day-to-day implementation and enforcement of the Construction and Demolition (C&D) Debris Recovery Ordinance (Environment Code Chapter 14), including development and implementation of supporting regulations and tactics to monitor and enforce compliance as needed.
• Supervise a team of Assistant Coordinators conducting inspections of active construction and demolition projects; oversee staff efforts to facilitate outreach, monitor and enforce compliance with State and local C&D debris recovery requirements, and ensure findings are properly documented and enforcement actions are legally defensible, including citations, permit suspensions, and participate in appeals process as needed.
• Perform regular inspections of approximately 15 Registered Facilities to monitor compliance by documenting and sharing findings with partner agencies to ensure compliance with State and local regulations.
• Coordinate with city agency partners including Public Works and the Sheriff in monitoring compliance and enforcing Environment Code requirements.
• Prepare legal notices of violations, issues citations and prepare cases for hearings, testify at appeals hearings, and perform duties related to the issuance, denial, suspension and revocation of Permits and Registrations.
• Support oversight of C&D projects required to demonstrate and document compliance with State (CALGreen), and local debris recovery requirements; use Green Halo software to review Material Reduction and Recovery Plans in partnership with the Department of Building Inspection (DBI) and respond to inquiries as needed.
• Maintaining appropriate databases (e.g., Salesforce) to track all pertinent information and prepare reports.
• Design and deliver presentations and trainings to a diverse group of stakeholders.

Appointment Type - This position is a Temporary Exempt Appointment with an anticipated duration of 24 months. The position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.
