Job Description
The Conservation Enforcement Specialist 1-3 at the State of Louisiana is responsible for regulating and inspecting intrastate natural gas and hazardous liquid pipelines, ensuring compliance with regulations. About the position
The Conservation Enforcement Specialist 1-3 position is responsible for regulating and inspecting intrastate natural gas and hazardous liquid pipelines, ensuring compliance with state and federal regulations. This role involves conducting technical inspections, reviewing operational procedures, and providing safety expertise to pipeline operators. The position is part of a career progression group, allowing for advancement based on experience and performance.
Responsibilities
• Perform highly advanced technical inspections of jurisdictional intrastate pipeline facilities.

• Conduct on-site inspections of gas distribution, gas transmission, and hazardous liquid transmission pipelines.

• Review and evaluate operational procedures, emergency plans, and record-keeping for compliance with regulations.

• Collect and review preliminary data during inspections and conduct quality assurance audits.
,
• Complete inspection reports and recommend compliance actions for violations noted during inspections.
,
• Provide safety expertise and assistance to pipeline owners/operators, including audits of procedures.
,
• Maintain inspector qualification through required training and courses.
,
• Attend staff meetings to discuss policy and regulatory updates.
,
• Prepare reports and assist in data collection as requested by the department.
Requirements
• A baccalaureate degree with 18 semester hours in relevant fields such as biology, chemistry, engineering, or environmental science.

• Experience in petroleum exploration, production, or natural resources regulation may substitute for the degree and specialized hours.
Nice-to-haves
• Experience in law enforcement or investigatory work.

• Familiarity with pipeline safety regulations and compliance procedures.
