Job Description
The Community Partnerships and Engagement Manager at the City and County of San Francisco will lead efforts to engage diverse audiences in environmental action. This role involves strategic direction for a high-performing team, establishing long-term community partnerships, and promoting diversity, equity, and inclusion. Responsibilities include community engagement, developing partnerships, and overseeing the implementation of the Racial Equity Action Plan. The position requires strong management skills and cultural competence.

The Community Partnerships and Engagement Manager will provide strategic direction and oversight to a diverse and high performing team of professionals with a range of expertise. The ideal candidate will have strong management skills paired with cultural competence and the organizing skills to establish long-term community partnerships in San Francisco to engage both young and old. The work, whether in the field, in a classroom, or on a billboard should challenge the status quo in a thought-provoking way that raises awareness and changes behavior using equity as a lens; our goal is to shape how people view and improve the environment in San Francisco and beyond.
The Community Partnerships and Engagement Manager will report to the Director of the Department of the Environment as a member of the department's Senior Leadership team. This position is responsible for managing a team dedicated to advancing diversity, equity, and inclusion in all our department initiatives through community partnerships, education, community engagement, marketing, and advertising efforts. This position will collaborate closely with the entire organization to identify and execute a broad range of outreach activities to promote the Department’s programs and engage both internal and external stakeholders. The Community Partnerships and Engagement Manager will also oversee staff responsible for the ongoing implementation and management of the department’s Racial Equity Action Plan (REAP) to address racial disparities in the execution of the Department of the Environment’s programs and services.
What You'll Do

Essential Responsibilities:
Community Partnerships and Relations: Serves as SFE’s strategic lead to develop meaningful long-term partnerships with key communities and organizations, particularly in marginalized/underrepresented areas to create meaningful changes congruent with the department’s sustainability goals; advises senior leadership on community strategies to equitably deliver our policies and programs through community-led engagement processes.
Community Engagement: Collaboratively identifies, develops, implements, measures and prioritizes community engagement around departmental programs/projects through an equity lens. Recommends systematic changes to existing department programs/projects to include diversity, equity and inclusion goals; Develops, implements and refines a culturally relevant strategic communications plan - including strategy, direction and planning community initiatives - consistent with the goals and objectives of the Department.
Strategic Planning and Vision to Promote Racial Equity: Collaboratively identifies, develops, implements, measures and prioritizes departmental strategic plan initiatives to promote diversity, equity and inclusion inside and outside the office in partnership with the Senior Leadership team; Ensures that SFE’s long-term and near-term goals are fully reflective of and inspired by an equity lens and informed through the department’s Racial Equity Action Plan; Monitors the department's execution of strategies towards diversity, equity and inclusion goals.
Data & Assessment: Identifies and develops key performance indicators and metrics for community engagement programs and projects in collaboration with other departmental programs (e.g., Zero Waste, Climate, Policy & Public Affairs) necessary to track the progress of diversity, equity and inclusion goals; Prepares reports and makes recommendations to internal stakeholders (e.g., Senior Leadership team) on the progress of diversity, equity and inclusion goals.
Marketing, Advertising, & Social Media: Manages a team responsible for multi-million-dollar department-wide outreach and communications budget and resources with a focus on addressing racial disparities in the execution of the Department of the Environment’s programs and services; Oversees a team of digital content curators, including web, social media, and emerging communication channels; Approves collateral and content design for Department outreach; helps select and manage contractors when needed.
Leadership and Staff Development: Oversees a team dedicated to promoting and advancing diversity, equity and inclusion through the work of the department; Manages and supports a large team (25+), including 5 direct reports; Ensures diversity, equity and inclusion in hiring, retention, training, and management decisions to increase cultural awareness and diversity within program and outreach offerings; Researches, recommends and implements department-wide training and development opportunities to promote diversity, equity and inclusion.

Supervision Exercised
Manages a team of up to 25, and directly supervises four Senior Environmental Specialists (Job Class 5642).
