The City of Cottonwood Heights is seeking an experienced and dynamic Planner II or Planner III to manage complex planning projects, provide analysis, and support the City's strategic goals for sustainable development and community growth. This position offers an opportunity to be involved in shaping the future of our great city by addressing current projects and promoting innovative planning solutions.



Key Responsibilities:

Performs a full range of professional city planning functions of moderate to complex difficulty with minimal supervision.

Supports the CED Director by providing day-to-day project management and leadership and working with CED staff to ensure a high-performance public service-oriented work environment that supports achieving the Community and Economic Development Department's and the City's goals.

Facilitates and coordinates regularly scheduled Planning Commission, Appeals Hearing Officer, Architectural Review Commission and Administrative Hearing meetings; prepares, publishes, and distributes notices, agendas, staff reports, etc. and gives oral/audio visual reports/presentations to these boards

Land Use & Development Review: Manages and reviews land use applications for zoning compliance, ensuring adherence to city ordinances and regulations. Oversees and coordinates the approval process from pre-application to final approval, preparing necessary documentation for planning commissions and city council meetings. Building Permit & Code Compliance: Supports the building permit review process by evaluating applications for compliance with zoning, landscaping, and outdoor lighting standards. Collaborates with internal departments to ensure consistent and timely reviews. Policy & Ordinance Development: Conducts research and drafts amendments to zoning ordinances and development policies to align with city goals. Prepares reports, recommendations, and presentations for decision-makers, including the Planning Commission, City Council, and other advisory boards. Public Engagement & Meeting Coordination: Facilitates public meetings and hearings, including Planning Commission, Appeals Hearing Officer, and Architectural Review Commission sessions. Prepares and distributes agendas, staff reports, and public notices. Meets with residents and stakeholders to address planning, zoning, and development concerns. Long-Range Planning & Sustainability: Assists in identifying and implementing growth management, land use, transportation, economic development, housing, and sustainability initiatives. Researches best practices for incorporating sustainability into city policies, master plans, and development standards. Bonding & Development Oversight: Manages and coordinates the bonding process between developers and city departments, ensuring compliance with state laws and project requirements. Monitors bond-related activities and maintains accurate records. Interdepartmental & Regional Collaboration: Works with local, state, and regional agencies, such as Wasatch Front Regional Council, UDOT, and UTA, on planning initiatives. Analyzes potential impacts of state and federal legislation on local planning and development efforts. Project & Grant Management: Identifies and pursues grant opportunities to support community development projects. Conducts feasibility studies and prepares reports on planning initiatives. Inspections & Compliance Monitoring: Conducts site visits and field inspections to verify compliance with approved development plans and city bonding requirements. Coordinates with code enforcement as needed to address zoning violations. Administrative & Technical Support: Provides guidance on planning and zoning matters to developers, contractors, and residents. Assists in responding to GRAMA requests and tracking third-party geotechnical and geotechnical and geological reviews. Performs other duties as assigned

The Planner II/III position is a a full-time, fully-benefitted position in the Planning Department .



What We're Looking For:

Education & Experience: Planner II: Bachelor's degree in the above fields, plus 2 years of progressively responsible municipal planning/community development experience. Planner III: Bachelor's degree in the above fields, plus 3 years of experience, including project and/or staff management. Knowledge & Skills: Strong understanding of urban planning principles, zoning laws, land use regulations, and municipal planning processes. Working knowledge of economic, political, legal, and sociological factors influencing urban planning. Proficiency in research methods, statistical analysis, report preparation, and public engagement. Ability to interpret, apply, and enforce planning codes and regulations with fairness and diplomacy. Experience with mapping, GIS applications, AutoCAD, and various software tools (MS Office, Adobe Suite, Caselle). Effective communication, negotiation, and problem-solving skills for engaging with officials, developers, and the public. Special Qualifications: Valid state of Utah driver's license AICP Certification – desirable but not required
