Job Description
IOM - UN Migration is seeking a Climate and Gender Consultant for the Climate Mobility Innovation Lab (CMIL) in Nairobi, Kenya. The role involves conducting a gender-sensitive needs assessment to address the impacts of climate change on mobility, developing methodologies, and reporting findings. The consultant will work closely with various stakeholders to ensure inclusive and evidence-based strategies that consider gendered dimensions of climate change. The position requires collaboration and communication of results.
Job Description
Project Context and Scope The Climate Mobility Innovation Lab (CMIL), hosted by the International Organization for Migration (IOM), was established to address the nexus between human mobility and climate change, and the challenges this intersection presents. The Lab aims to be at the forefront of fostering innovation and partnerships to address the complex challenges posed by climate change and human mobility in Africa.
Climate change affects communities in multiple ways and the burdens of this is often felt differently across genders, in particular with regards to vulnerable populations. Moreover, the consequences of climate change has a gendered dimension that remains poorly understood. As a result, the solutions developed for communities to adapt to climate change should be inclusive of this dimension to achieve equal and inclusive results for all.
To achieve this, CMIL Africa will commission a gender-sensitive needs assessment to identify key challenges and opportunities related to the gendered impacts of climate change and mobility. The results will inform strategy, programming, and capacity development, ensuring interventions are inclusive, evidence-based, and aligned with local realities. The results of the needs assessment will be closely aligned with the work of CMIL on data and research, ensuring that results are cross cutting. The consultant will work under the direct supervision of the Head of CMIL Africa. The consultant will also coordinate closely with the Climate Action Division in HQ, CMIL in Asia and the Pacific, CAD Regional Thematic Specialists, counterparts in IOM missions, and other colleagues.

Responsibilities
Tasks to be performed under this contract
• Methodology, road map and timeline, including:
• Conducting a desk review of existing literature and methods to identify gaps and needs
• Consult with experts and practitioners
• Based on mixed methods approach to developing needs assessment methodology
• Developing a workplan for the development of the needs assessment
• Needs assessment report
• Based on a literature review and methodology
• Include insights from focus group discussions with experts and practitioners
• Identifies gender differentiated risks, barriers and opportunities in climate mobility innovation;
• Builds institutional and community capacity to integrate gender-sensitive approaches.
• Draft needs assessment report to include clear recommendations for CMIL to include in programming such as data collection, analysis and forecasting.
• Develop comprehensive review process and conduct validation workshop to ensure results are solid and context sensitive
• Finalization of needs assessment report based on validation and review that provides actionable recommendations for CMIL-Africa’s strategic planning;
• Communication and results
• Develop communication materials for communication campaign of results
• Present results at CMIL workshop/conference
• Work with CMIL Africa team to ensure communication of results
Undertake all other duties are assigned by the supervisor
Performance indicators for the evaluation of results
• Inception report outlining methodology, workplan
• Draft gender-sensitive needs assessment completed
• Validation workshop/focus group discussions and summary report
• Finalized gender-sensitive needs assessment report
• Two knowledge exchange and capacity development workshops delivered (with materials and feedback report)
Qualifications
Education
Master's degree relevant to climate adaptation, environmental science, migration, or similar.
Experience
• Proven experience in conducting both quantitative and qualitative research on gender and migration related issues.
• Strong understanding of datasets and data sources relevant to gendered realities of climate change.
• Prior involvement in the development or implementation of the gender programming in relation to climate action.
• Excellent analytical, synthesis, and writing skills, with the ability to tailor outputs for both expert and policy audiences.
• Demonstrated technical expertise in survey design and qualitative data collection methodologies.
• Experience with participatory and community-based approaches is an asset.
• Ability to work independently while maintaining effective coordination with
