Job Description
STV is seeking a Civil Water Resources Engineer for its offices in Pittsburgh, PA, and other locations. The role requires expertise in drainage, erosion control, stormwater management, and hydrology/hydraulics for transportation projects. Responsibilities include designing conveyance systems, managing NPDES permits, and performing hydrologic modeling. Candidates should have a Bachelor's in Civil Engineering, a PE license, and at least 8 years of relevant experience.
STV currently has an opening in our either our Lawrenceville, NJ, Philadelphia, Douglassville, Harrisburg, or Pittsburgh PA office locations for a Civil/Water Resources Engineer in our Transportation and Infrastructure division. Successful candidate will be a seasoned, experienced professional with a full understanding of one or more of the following water resources tasks including drainage, erosion and sediment pollution control (ESPC), post construction stormwater management (PCSM), and hydrology/hydraulics engineering industry practices and capable of designing conveyance systems and solving waterway and NPDES permitting challenges for bridge and highway projects. You will be involved in storm sewer and channel design, hydrologic studies, hydraulic modeling, scour analysis, technical writing, waterway and NPDES permitting as well as other water resources related areas.
Responsibilities
• Delivering conveyance, ESPC, and PCSM calculations and plans, NPDES permits and bridge engineering hydrology/hydraulics models and waterway permits to PA Department of Environmental Protection, NJ Department of Environmental Protection, and Army Corps of Engineers agencies.
• Serving as a task leader for drainage, ESPC, PCSM, hydraulic and hydrology (H&H) and waterway permitting activities for transportation projects across Pennsylvania and New Jersey.
• H&H designs and waterway permits on complex and non-complex projects including: highway, bridge replacements, rehabilitations and preservations.
• Storm sewer system design including inlet, manhole and pipe calculations and modeling utilizing NJDOT and PennDOT practices.
• ESPC staging, detailing, grading designs, BMP calculations and design, drawing production and narrative development on bridge and highway projects to support waterway and NPDES permits.
• PCSM pre and post construction volume, rate and water quality analyses, SCM and BMP design, watershed routing analyses, and drawing and narrative production.
• Serve as the PE sealing engineer on Drainage and H&H Reports as well as ESPC and PCSM Plans, and quality control for project and permit deliverables.
• Integrate into the project delivery teams, manage multiple deliverable schedules and projects at once, and be able to coach and mentor staff with less water resources experience.
• Perform hydrologic, hydraulic and surface water modeling, scour evaluation, mitigation design, drainage system designs, erosion and sediment control and stormwater management analyses.
• Working with alternative delivery methods such as design/build and accelerated bridge construction.
Required Skills
• The ideal candidate will have a Bachelor’s Degree in Civil Engineering (MS Degree is a plus) and a minimum of 8 years of experience.
• Pennsylvania and/or New Jersey Professional Engineering License
• Experience with hydrology and hydraulics design and analysis software, HEC-RAS, FHWA HY-8, Aquaveo Watershed Modeling System (WMS) and other modeling tools, MicroStation, Bentley InRoads Storm and Sanitary and/or OpenRoads Drainage and Utility Modeler, watershed routing programs such as HydroCAD, Bentley Pondpack or similar. Standard Microsoft Office Suite of products is required.
• PennDOT, PA Turnpike, NJDOT and NJ Turnpike experience is preferred.
• Knowledgeable in the current PADEP & NJDEP Stormwater Management (SWM) Rules, Pennsylvania & New Jersey Stormwater BMP Manual/Green Infrastructure, PennDOT and PADEP waterway obstruction (PA Code Chapter 105) and floodplain management (Pa Code Chapter 106) bridge, roadway and permitting requirements, FHWA HEC-18 Evaluating Scour at Bridges, NJDEP Flood Hazard Area (FHA) Control Act Rules, upcoming NJ Protecting Against Climate Threats (PACT) that includes the Climate Adjusted Flood Elevation (CAFE) criteria, utilization/benefits of related Memoranda of Understanding (MOUs) between the NJDOT and other NJ State Transportation Agencies and NJDEP, utilization of NJDOT Statewide FHA permits, and the SWM Rules requirements relating to other NJDEP Division of Land Resource Protection permits (e.g., Freshwater Wetlands, etc.).
