Oversees engineering design, provides technical engineering support, reviews private development proposals, and is responsible for the administration of capital improvement projects. Resolves public technical questions and develops engineering solutions for public projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES

include the following: (Other duties may be assigned as needed)
• Design and approve city infrastructure including street, drainage, water and wastewater distribution facilities.
• Review and approve all drainage, erosion control, water and wastewater plans submitted.
• Review and approve all residential and commercial development plans submitted.
• Develop short and long-range goals for drainage and street capital improvement plans in the City.
• Prepare cost estimates; contract documents; and time schedules for all capital improvement projects.
• Coordinate with and direct engineer consultants, contractors, and inspectors on all capital improvement projects.
• Review applications for development permits for compliance with zoning requirements and other applicable city ordinances and make recommendations to the Planning Commission and Board of Directors.
• Develop and improve zoning, subdivision, and street regulations to improve the quality of life in the City.
• Provide technical assistance to the other departments in the City when requested.
• Provide information and assistance to developers, engineers, and property owners about zoning and development requirements within the City planning area.
• Develop and implement a Flood Control Management Program in the City.
• Develop and implement a Municipal Separate Storm Sewer System and Storm Water Management Program in the City.
• Perform supervisory responsibilities in accordance with the organization’s policies and applicable laws.
SUPERVISORY RESPONSIBILITIES

Exercises administrative direction over engineering technical and clerical staff and carries out supervisory responsibilities in accordance with the City’s policies and applicable laws.
Qualifications

EDUCATION AND EXPERIENCE

Bachelor of Science in Civil Engineering (B.S.) from a four (4) year college or university with an accredited engineering curriculum; a minimum of two years’ experience as a professional engineer in a governmental setting; two (2) years’ minimum supervisory experience.
LANGUAGE SKILLS

Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and/or boards of directors.
MATHEMATICAL SKILLS

Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations, and proofs of theorems.
REASONING ABILITY

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
CERTIFICATIONS, LICENSES, REGISTRATIONS

Professional Civil Engineer Registration and License in the State of Arkansas or ability to obtain within six months and possess a valid state driver’s license.
