About the position
The Chief of Services/IT at the Maryland Transit Administration (MTA) is a pivotal role responsible for overseeing the procurement of services and IT contracts. This position ensures compliance with federal and state laws while managing complex procurement processes for large projects. The Chief will coordinate with various stakeholders, providing strategic direction and effective management to ensure successful procurement outcomes.
Responsibilities
• Lead the creation of Request for Proposals (RFPs), including project scope, performance schedules, budgets, and evaluation factors.

• Oversee the selection and coordination of evaluation committees, review technical and cost proposals, and determine final contract awards.

• Ensure all procurement activities comply with Federal and State regulations.
,
• Act as a liaison with the general public, private consultants, and various governmental bodies.
,
• Develop and update procurement procedures, checklists, and reports.
Requirements
• A bachelor's degree in Business Administration, Public Administration, Procurement, Supply Chain Management, or a related field; Advanced degree (e.g., MBA, MPA) preferred.

• Four years of professional public sector procurement or private sector contracting experience, including soliciting, evaluating, negotiating, and awarding contracts.
,
• Experience in advertising procurement opportunities, distributing specifications to vendors, and conducting vendor debriefings.

• Professional certification or procurement business operations experience is a plus.
Nice-to-haves
• Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB) preferred.

• Project Management Professional (PMP) certification is a plus.

• Any relevant state or federal procurement certifications are highly desirable.
