Job Description

DT Global is seeking a Carbon Markets Expert for a long-term role based in Palau, open to international candidates. The expert will lead efforts to establish legal and regulatory frameworks for engaging in international carbon markets, conduct stakeholder consultations, and develop monitoring systems. Essential qualifications include a master's degree and 5 years of relevant experience. The role involves significant capacity building and engagement with various stakeholders.

About the Climate Finance Capacity Support Programme

DT Global delivers the Capacity Support Programme for MFAT. The scope of this programme is quite broad as its aim is to be responsive to the needs of Pacific Island countries. It includes providing personnel or training to assist with:

· delivering and reporting on the flexible finance provided by MFAT;

· developing/updating national climate change plans and reporting frameworks;

· developing an investment-ready pipeline of projects;

· delivering climate change priorities;

· improving climate finance reporting; and

· accessing a broader range of climate finance funding.

About the Role

The Carbon Markets Expert will work with, and report to, the National Climate Change Coordinator within the Office of Climate Change in the Office of the President. The Carbon Markets Expert will be responsible for leading Palau’s efforts to establish the necessary legal, regulatory, and institutional frameworks to fully engage in international carbon markets. Additionally, the expert will explore and integrate non-market approaches (NMAs) for managing carbon sinks, such as securing resources through government funding, private sector partnerships, or international grants.

The role involves extensive stakeholder consultation, capacity building, and the establishment of monitoring, reporting, and verification (MRV) systems to track carbon credits and ensure compliance with international standards. The Expert will also engage with stakeholders, facilitate international cooperation, and provide a strategy and action plan to ensure Palau's effective and sustainable participation in global carbon markets.

About You

Essential Experience and Knowledge

· A master’s or higher degree in environmental law, climate policy, organisational development, environmental management, or a related field.

· 5 years of experience in carbon markets, climate policy, or environmental regulation, with a proven track record in developing legal, regulatory, and institutional frameworks.

· Demonstrated experience in conducting comprehensive capacity needs assessments, particularly within the context of climate change, carbon markets and NMAs.

· In-depth knowledge of international carbon market mechanisms, including the Paris Agreement’s Article 6, and familiarity with voluntary carbon standards

· Ability to draft and implement legislation, regulations, and policies related to carbon markets and environmental management.

· Expertise in designing and implementing monitoring, reporting, and verification (MRV) systems to meet international standards.

· Strong experience in engaging with diverse stakeholders, including government officials, private sector representatives, NGOs, and local communities.

· Excellent analytical skills and the ability to produce clear, concise, and comprehensive reports.

· Proven ability to conduct training sessions, workshops, and capacity-building activities, with effective communication and presentation skills.

· Demonstrated understanding and experience with the development of MERL Frameworks

Desirable

• Experience working in small island developing states (SIDS) or similar contexts, with an understanding of their unique challenges and opportunities in climate change mitigation.
