Department Information A residency waiver has been granted for this announcement. Applications will be considered from residents and non-residents of Colorado. The state of Colorado (State) Constitution, Article XII, Officers, Section 13, requires that "All appointees shall reside in the state".

All non-residents of Colorado must be willing and able to relocate to Colorado if appointed to this position. The Program provides necessary technical information, guidance, planning, and coordination for the development and proposal of climate-related greenhouse gas (GHG) emission reduction strategies and programs

In carrying out these duties, the Program also has the lead responsibility for identifying and engaging Disproportionately Impacted Communities around equity and environmental justice. This work is completed to ensure Colorado satisfies statutory, regulatory, policy, and programs as set forth by the state and federal Clean Air Acts and promulgated by the U.S. Environmental Protection Agency (EPA), the Air Quality Control Commission (AQCC), and the State of Colorado

This Program also develops and maintains partnerships with EPA, the Colorado Energy Office (CEO), the Colorado Department of Transportation (CDOT), the Colorado Department of Natural Resources (CDNR), the Colorado Department of Agriculture (CDA), and other agencies, as well as with air quality planning agencies (including the Regional Air Quality Council). The Program supports state efforts and other internal and external stakeholders, in responding to GHG and climate-change-related duties associated with HB19-1261, SB19-096, HB19-236, SB21-264, HB21-1266, SB23-198, SB23-16, HB24-1346, AQCC Regulations 22, 27, and 7, the Colorado Greenhouse Gas Pollution Reduction Roadmap, and any such future legislation, regulations, policies or programs. It also adheres to accessibility requirements associated with HB21-1110 and HB24-1454.

What you will be doing The purpose of this position is to lead state efforts to develop and implement a comprehensive accounting program for GHG reductions through such measures as carbon capture, removal, utilization, and storage as called for or in relation to SB23-16, HB24-1346, the Air Pollution Prevention and Control Act (state Air Act), AQCC Regulations 22 and 27, or as new laws and regulations develop regarding carbon management. Job Duties: Developing Carbon Management Accounting Program This position is to lead state efforts to develop a comprehensive accounting program for GHG reductions through such measures as carbon capture, removal, utilization, and storage as called for or in relation to SB23-16, HB24-1346, the Air Pollution Prevention and Control Act (state Air Act), AQCC Regulations 22 and 27, or as new laws and regulations develop regarding carbon management. As the state's lead authority on carbon management accounting, this position is critical in advancing the state's climate goals by ensuring accurate greenhouse gas (GHG) inventories, coordinating inter-agency and cross-sector partnerships, and supporting compliance with state carbon management standards.

This position is responsible for developing accounting standards, methods, protocols, guidance documents, processes, and policies to allow for the tracking of net life-cycle emission reductions associated with carbon management projects throughout their lifetime. Such accounting should be consistent with existing international standards where applicable and leads on:the tracking of regulated entities' emission reduction obligations or over-compliance, the valuation of carbon credits,the potential for trade among various carbon markets,the statewide greenhouse gas inventory, policy-making within the Air Pollution Control Division or other agencies,carbon management outreach efforts. This position leads on representing APCD regarding its GHG accounting program in various settings, including in: testimony before the AQCC and potentially other boards and commissions, workshops or settings to provide guidance to regulated entities and other stakeholders,professional settings such as conferences, meetings or program development with other state agencies and the Governor's Office.

This position stays apprised of carbon accounting methodologies and protocols and will fill gaps with state-specific methodologies as needed. This position leads on sharing knowledge and information with other agencies and advises leadership on the opportunities and challenges associated with integrating carbon management accounting into state regulatory and incentive programs. Conducting Carbon Accounting Ensure the accuracy and transparency of carbon management projects.

Ensure proper verification and auditing of carbon credits and offsets in the state market. Investigate discrepancies in reported carbon data and recommend corrective actions. Approving or recommending adjustments to emissions data submissions Prepare and present reports on carbon management progress to senior leadership, legislative bodies, and the public.

Maintain up-to-date public-facing resources to improve transparency on carbon accounting efforts. Serve as a subject matter expert on carbon accounting for the media and public inquiries. Other Duties as Assigned Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor." Class Code & Classification Description: (New) H1R5XX POLICY ADVISOR V MINIMUM QUALIFICATIONS: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience. Experience Only: Eight (8) years of relevant experience in carbon accounting or a related field of work. OR Education and Experience: A combination of related education and/or relevant experience in carbon accounting or a related field to the work assigned equal to eight (8) years PREFERRED QUALIFICATIONS In addition to the minimum requirements, the successful candidate in this position will have the following experience: In depth work with or development of greenhouse reduction protocols and methodologies; and/or related carbon accounting work for private or public entities.

CONDITIONS OF EMPLOYMENT A pre-employment background check will be conducted as part of the selection process. TRAVEL: 1-2 times per month, for meetings and conferences primarily in the Denver area, but some travel for conferences and trainings around the state and nationally.
