Job Description
The State of California is hiring a Cap-and-Trade Offset Program Specialist to implement methane emissions reduction protocols within the Cap-and-Trade Program. The role involves assessing projects, assisting operators with compliance, and developing technical tools. It may allow for hybrid in-office work and telework for eligible California residents, but some in-person attendance is required. The position includes report writing and collaboration with various stakeholders.

The Cap-and-Trade Program within the Industrial Strategies Division (ISD) is seeking an enthusiastic Air Pollution Specialist (APS) with expertise in methane emissions reductions to develop and implement requirements of the Cap-and-Trade Program's Compliance Offsets Program. Under direction of an Air Resources Supervisor I (ARSI), this incumbent will participate as a member of high level technical (engineering and scientific) teams established to address policy and technical issues associated with plans and protocols for the reduction of greenhouse gas (GHG) emissions through internationally linked cap-and-trade programs. The duties are primarily focused on the implementation of methane projects, including the Mine Methane Capture and Livestock Compliance Offset Protocols.
The incumbent will assess protocol projects, assist offset project operators with compliance and verification, and perform verification audits across the United States. The incumbent will develop technical and statistical tools and approaches for assessing greenhouse gas quantification, monitoring, and reporting applicable to methane reduction projects. The incumbent will also be responsible for developing updates to the compliance offset protocols and the associated regulatory provisions where directed. The incumbent may evaluate and assist in the development and implementation of new protocol project types. The incumbent will develop a variety of reports, briefing papers, speeches and presentations, and will work with management to evaluate proposals and recommend creative solutions to climate change challenges. The incumbent will be called upon to serve as a lead person for workgroups, technical meetings, and verification and project audits, and to engage in events with industry, environmental groups, government organizations, and the public.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense.
