Job Description
IOM - UN Migration is hiring a Climate Finance Consultant in Islamabad, Pakistan, to address climate change impacts on human mobility and enhance the Government of Pakistan's capacity for climate adaptation planning. The role involves bridging gaps between government departments, fostering collaboration, and improving advocacy and communication regarding human mobility in climate strategies. This position is crucial for securing funding for innovative climate adaptation solutions.
Job Description
Pakistan is one of the most vulnerable countries in the world to the impacts of climate change. It faces multiple climate-related challenges, including both sudden-onset events (such as floods and droughts) and slow-onset impacts (such as increased heat, variable rainfall, heavy precipitation). Pakistan's economy is largely dependent on agriculture, which is also significantly impacted by climate change, including because of its effects on crop failure and declining productivity.
The impact of climate change on livelihoods and human security often makes it a significant trigger for rural-to-urban migration, while the sudden impact of disasters such as flooding has been known to cause large-scale internal displacement.
The Government of Pakistan (GoP) acknowledges the importance of strengthening adaptation to climate change impacts and recognizes the need to include human mobility concerns into climate change planning. As part of an earlier IOM Development Fund (IOM DF) initiative, IOM supported the GoP in including human mobility considerations in its National Adaptation Plan (NAP). However, knowledge and funding gaps as well as the lack of a comprehensive communications strategy on NAP and climate-related human mobility remain persistent challenges in implementing the NAP.
The lack of capacity and by extension, lack of innovative solutions, make it difficult to secure funding for programmes that address human mobility in climate adaptation plans. Government agencies at both federal and provincial levels lack the technical expertise and resources to integrate human mobility considerations into existing climate change policies and procedures. Traditionally, climate change adaptation and migration management have been handled by separate entities.
Bridging the gap between these departments and fostering inter-ministerial collaboration is crucial for a unified approach. Furthermore, to generate more public interest and knowledge in this portfolio, communication and advocacy around human mobility must be strengthened - a component that is explicitly mentioned in the NAP.
The project leverages the achievements of previous engagements by IOM Pakistan on the subject and seeks to contribute to the implementation of Pakistan's NAP by enhancing the GoP's advocacy and communication tools and promoting innovative climate adaptation solutions via a whole-of-society approach. The project seeks to build on ongoing engagements related to the NAP and a strong relationship with the Ministry of Climate Change and Environmental Coordination (MoCC&EC) to expand adaptation planning while including human mobility concerns.
The Government of Pakistan (GoP), through the Ministry of Climate Change & Environmental Coordination (MoCC&EC), has identified a need to enhance its understanding of climate finance options and its capacity to transform proposed solutions into fundable projects. This initiative is a critical linkage to the Pakistan Climate Mobility Innovation Challenge, as it will enable the GoP to secure financing for a pipeline of innovative solutions developed under the National Adaptation Plan (NAP).

Responsibilities
Tasks to be performed under this contract : The climate finance consultant is expected to undertake the following tasks:
Scope of
Work The Climate Finance Consultant Will Be Embedded Within The MoCC&EC And Will Execute The Following Key Activities In Close Collaboration With The Climate Finance Units At Both The Federal And Sub-national Levels
Project Development and Proposal Writing:Work directly with government stakeholders at the Ministry of Climate Change & Environmental Coordination, the Ministry of Planning & Special Initiatives (MoPDSI), and the Ministry of Finance (MoF) to transform innovative solutions identified under the NAP into compelling project proposals and concept notes.Work with the provincial P&Ds department to analyze their project pipelines and to include the human mobility context.Develop a donor mapping document of different climate finance streams.Develop at least two comprehensive concept notes focused on climate change adaptation and human mobility, suitable for submission to major climate finance mechanisms like the Green Climate Fund (GCF) and the Adaptation Fund.Capacity Building and Training:Strengthen the project development skills of relevant government staff through a hands-on "learning by doing" approach.Design and deliver four in-house training sessions for government stakeholders on topics related to climate finance, proposal writing, and mainstreaming human mobility into projec
