Principal Duties
As a Business Analyst for State Finance, you will:
• Evaluate and Validate System Changes: Review and assess software modifications, system upgrades, developed plans, scripts, and execute test steps to determine the success or failure of changes made to supported systems.
• Ensure System Compliance and Integration: Review systems and practices for adherence to state policy, procedures, regulations, and Division of Finance standards, while also designing and enhancing automated systems to interface with existing ones.
• Anticipate and Mitigate Impact: Proactively identify the potential impact of new or modified software on existing standards, systems, statewide policies, and procedures.
• Troubleshoot and Resolve Operational Issues: Provide comprehensive help desk support, actively troubleshooting and resolving operational tickets to ensure smooth system functionality and efficiency.
• Optimize System Performance and Practices: Actively participate in work groups to audit, review, and monitor system processes, recommending improvements to ensure optimal performance and adherence to standards.
• Offer On-Call Operational Support: Provide essential on-call support for systems during production cycles and batch processing, ensuring continuous operational stability.

Minimum Qualifications
The best qualified candidate for this position will have one or more of the following:
• Ability to Learn System Analysis: Demonstrated capacity to learn and assist in the analysis and evaluation of software systems.
• Basic Communication Skills: Possesses effective verbal and written communication skills necessary for team collaboration and understanding basic project requirements.
• Foundational Problem-Solving Aptitude: Exhibits a basic aptitude for identifying problems and supporting the development of practical solutions.
• Support for Strategic Objectives: Capable of assisting in tasks that contribute to achieving strategic business objectives and operational efficiency.
• Understanding of Core Business Concepts: Possesses a fundamental understanding of business operations and financial principles.
• Organizational and Collaborative Skills: Demonstrates effective organization of personal tasks and an ability to work cooperatively within a team environment.
Preferred Qualifications
• SQL Skills: Experience writing and using SQL queries to get and analyze data.
• Adaptable to New Software: Comfortable learning and working with different software programs and systems.

The Division
The Division of Finance promotes a culture of customer service, efficiency, and effectiveness. We also expect a high degree of fiscal accountability for the taxpayer resources entrusted to the State from the Utah Legislature and other stakeholders.

Additional duties may include:
• Operational & Data Resolution: Resolve complex operational and data processing issues, often involving monitoring system performance
• Customer & System Support: Support both customer service and training staff by analyzing user questions, and assist the system operations team in resolving application and system problems
• Data Utilization & Improvement: Use software to store, retrieve, and analyze data to support production activities, and recommend information system enhancements to improve business processes and efficiency.
• Strategic Contribution: Assist in developing operational strategies and making recommendations for enhancements to Division of Finance systems.
• Other duties as assigned.
• Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
• Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
