Job Description
The City of Boston is seeking a Building Decarbonization Project Manager to lead initiatives aimed at reducing carbon emissions and enhancing energy efficiency in buildings. Responsibilities include managing projects, engaging with stakeholders, and connecting building owners with resources for decarbonization. The role supports the city’s climate goals, particularly through policies like the Building Emissions Reduction and Disclosure Ordinance (BERDO 2.0). A background in environmental science or policy is preferred, with relevant experience required.
Overview
Brief Job Description:
The Building Decarbonization Project Manager will develop, implement, and support projects, policies, and programs that reduce carbon emissions increase energy efficiency and renewable energy and provide support for building owners, residents, and small businesses. The Project Manager will engage with Boston residents, building owners, and other stakeholders to provide building decarbonization support and to connect them with resources. The Building Decarbonization Project Manager will report to the Building Decarbonization Program Manager in the Environment Department and will work closely with other members of the Carbon Neutrality Team.
Mayor Wu's administration is committed to a Green New Deal for Boston, by reducing planet-warming pollution while creating economic opportunities for everyone, especially those from environmental justice communities who often suffer the worst impacts of climate change. The Carbon Neutrality team in the Environment Department works to implement building decarbonization policies and programs, including the Building Emissions Reduction and Disclosure Ordinance (BERDO 2.0), which sets carbon targets for medium- and large-sized buildings across Boston to achieve net-zero emissions by 2050 and the Retrofit Resource Hub, which provides technical and financial resources to building owners and tenants.
Responsibilities
• Becomes thoroughly familiar with the City of Boston's climate and sustainability goals and the City's administrative structure, programs, and staff responsibilities for climate action.
• Supports and manages projects and programs to advance energy efficiency and emissions reduction in Boston buildings of all sizes and use types.
• Supports the development and implementation of building sector policies and regulations.
• Engages with individuals, small and large businesses, non-profits, and institutions to provide decarbonization assistance.
• Connects building owners to funding and financing opportunities for decarbonization retrofits. Stay current with Mass Save and other incentive programs and engage in opportunities to improve program offerings and design.
• Supports content development and design of the Retrofit Resource Hub and related communication.
• Leads innovative and inclusive community outreach and engagement.
• Establishes and maintains collaborative partnerships with neighborhood, non-profit, business, and institutional groups to ensure that all parts of the Boston community are engaged in the development and implementation of building sector policies and programs.
• Works with City agencies to expand the integration of climate action in their activities and develop resources for residents, businesses, and other stakeholders to take action.
• Stays current with scientific, green building, and clean technology developments and conveys them in practical terms to stakeholders.
• Performs related duties as required.
Minimum Entrance Qualifications
• Four (4) years of full-time, or equivalent part-time, experience in environmental science or policy, building science, building management, engineering, community development, community organizing, or a related field. A bachelor's degree in a related field is preferred and may be substituted for two (2) years of the required experience. A master's degree in a related field may be substituted for three (3) years of the required experience.
• Direct experience with green building technologies.
• Strong verbal, written, and communication skills; experience working with different communication styles and ability to present to diverse audiences.
• Attention to detail and ability to handle multiple tasks.
• Strong organizational and project management skills.
• Outstanding interpersonal skills with the ability to work with diverse interests and backgrounds.
• Ability to work effectively as part of a team; experience working on a diverse team.
• Energy, creativity, and entrepreneurship.
• Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds and incorporating the perspectives of multiple communities in the consideration of impacts and outcomes of a decision-making process.
• Ability to exercise good judgment and focus on detail as required by the job.
• Commitment to advancing social justice and equity in the City of Boston to improve the lives of all residents.
• Familiarity with net zero design principles for new buildings and deep retrofits is strongly preferred.
• Experience with Energy Star Portfolio Manager, ArcGIS, customer relationship management systems (e.g., Salesforce), Drupal, email campaign management systems, data visualization software (e.g., PowerBi), and other software platforms strongly preferred.
