Environment and Climate Change is seeking qualified candidates to fill Aquatic Invasive Species Operations Technician positions in Winnipeg.

Conditions of Employment:
• Must be legally entitled to work in Canada
• Must possess and maintain a valid full stage Manitoba class 5 driver's licence without restrictions.
• Must be able to work outside regular office hours and work overtime as required.
• Must be willing and able to travel extensively throughout Manitoba, including driving long distances and overnight stays.
• Must be physically capable of performing the duties of the position, including lifting up to 23 kg, climbing aboard watercraft, and operating pressure-washer equipment.
• Must be able to work outdoors for extended periods of time in various weather conditions.

Qualifications:

Essential:
• Undergraduate Degree or Diploma in Biology, Resource Management, Environmental Science or a related discipline; an equivalent combination of education and experience may be considered.
• Experience in program administration, including coordinating large or complex programs or projects, conducting logistics and administrative tasks, and implementing workplace policies and procedures.
• Experience supervising staff including training and directing staff and addressing performance management issues.
• Strong knowledge of aquatic invasive species, their modes of transfer and methods to mitigate transfer, and related legislation.
• Applied knowledge of watercraft inspection and decontamination principles as they relate to preventing the spread of aquatic invasive species.
• Excellent problem solving and decision-making skills with the ability to troubleshoot independently.
• Strong interpersonal skills with the ability to foster collaboration with diverse groups.
• Excellent verbal communication skills with the ability to communicate technical information and give presentations to diverse audiences.
• Strong organization and time management skills including the ability to prioritize workloads and meet strict deadlines.
• Strong written communication skills including experience preparing technical reports, training materials, policies and/or procedures.
• Ability to drive and maneuver trucks and trailers.

Desired:
• Experience with ArcGIS or equivalent software with experience producing maps.

Duties:

Reporting to the Watercraft Inspection Program Manager and under the mandate of the Water Protection Act, this position is responsible for the supervision and operational implementation of the Provincial Watercraft Inspection Program. This is a complex, large-scale, province-wide program which aims to prevent the spread of aquatic invasive species within Manitoba. The Watercraft Inspection Program operates 6-10 inspection stations (permanently located and/or roving) spread throughout all regions of the province and employs up to 30 seasonal staff who operate the stations.

The successful candidate(s) for this position will use their technical expertise to provide critical operational support to other programs carried out by the Aquatic Invasive Species (AIS) Unit such as the Monitoring, Partnerships, Certified Service Provider, Early Detection & Rapid Response, and Public Engagement programs.
