Scope of Eligibility
Open to permanent employees who work for the Department of Environmental Protection and meet the requirements below.

Description
Under the direction of a supervisory official in the Department of Environmental Protection, plans, coordinates, and directs the programs and staff in a divisional bureau performing complex engineering, administrative/management, fiscal, environmental, or scientific activities relative to the areas of environmental management; identifies, analyzes, and resolves specific technical and administrative issues relative to the work activities of the Bureau; may directly supervise Section Chief positions; does related work as required.

Specific to the Position
Position 1) The Manager 4 position in the Bureau of Air Monitoring is responsible for ensuring the State's Air Monitoring Network meets EPA requirements, and the air quality data collected are suitable for comparison to the National Ambient Air Quality Standards. Additional responsibilities include operating an air toxic monitoring network that reflects typical pollutant exposure for rural, suburban, and urban residents of New Jersey, overseeing the Bureau's efforts in USDHS Biowatch program, improving the Bureau's expertise and knowledge of technologies and methods including low-cost sensors. This manager collaborates with other DEP programs and EPA to ensure Performance Partnership Agreement commitments are satisfied, and is responsible for contacts, procurement, budgets, work plans, and annual reports.

Position 2) The Manager 4 position in the Bureau of Sustainability oversees four primary functions: the Small Business Assistance Program, the Pollution Prevention Program, the Sustainability Program and Data Management. Additionally, the position represents the Department on various boards and requires developing and maintaining strong relationships with stakeholders at all levels, including local, state, and federal agencies, community organizations, and private entities, with a particular focus on small businesses throughout the state. This role involves coordinating the Bureau's environmental, technical, and administrative programs, activities, and staff. The manager is also responsible for handling contracts, procurement, budgets, work plans, and annual reports.

Preferred Skill Set
Position 1) Experience with project management, grant funding, interagency and community collaboration, internal process development and improvement. Excellent written and verbal communication skills are needed to communicate technical data to various audiences. Strong motivating management skills with the ability to communicate and facilitate resolution of issues.

Requirements
Possession of a valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors; and five (5) years of professional experience in the scientific/technical or engineering aspects of environmentally related activities, three (3) years of which shall have been in a supervisory capacity.

OR

Possession of a Bachelor's degree from an accredited college or university in one of the biological, chemical, environmental, or physical sciences or engineering; and five (5) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity.

OR

Possession of a Master's degree from an accredited college or university in one of the biological, chemical, environmental, or physical sciences or engineering; and four (4) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity.

OR

Possession of a Doctorate degree from an accredited college or university in one of the biological, chemical, environmental, or physical sciences or engineering; and three (3) years of the above-mentioned professional experience which shall have been in a supervisory capacity.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.

License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Residency
