Job Description
ICF International is seeking a Regulatory Advisor for California Energy and Decarbonization in Los Angeles, CA. The role involves engaging with the California Public Utilities Commission to influence regulations on behalf of clients, analyzing regulatory information, and advocating for energy efficiency and climate change initiatives. Candidates should have a relevant degree and at least 5 years of experience in energy efficiency or regulatory affairs.
About the position
As the Regulatory Advisor for California Energy and Decarbonization, you will play a pivotal role in engaging with the California Public Utilities Commission (CPUC) to influence regulation and legislation on behalf of ICF's clients, which include investor-owned and municipal utilities, Regional Energy Networks (RENs), and Community Choice Aggregators (CCAs). Your expertise in relationship building and advocacy will be essential as you navigate the complexities of the regulated utility industry, particularly in the areas of demand-side management and energy transformation. You will leverage your strong business judgment and deep knowledge of California's energy landscape to keep clients informed and advocate for their interests effectively. In this role, you will analyze regulatory information, including filings and commission orders, to inform program design and pricing strategies. You will document regulatory proceedings and engage with government officials and stakeholders to promote policies that advance our clients' business objectives. Establishing strong relationships with regulatory staff will be crucial for influencing regulations, legislation, and program selection. As a public spokesperson for ICF, you will represent our clients at industry associations and conferences, working collaboratively with partners to defend and grow the market for demand-side management and distributed energy resources in California. Your responsibilities will also include supporting the sales planning process by analyzing program budgets and cycles, developing a regulatory calendar, and ensuring that our strategic planning aligns with regulatory timelines. Responsibilities
• Analyze California energy regulatory information including filings, public utility commission orders, testimony, and hearings on topics such as rate cases and DSM programs.

• Observe and document regulatory proceedings, participate in forums that inform utility planning and actions, and engage government officials, regulators, and stakeholders.

• Establish strong relationships with regulatory staff to influence regulation, legislation, portfolio design, program selection, budgets, and savings potential.

• Act as a public spokesperson for ICF and our clients at industry associations, conferences, and other external meetings.

• Work with industry and stakeholder partners to grow and/or defend the overall market for demand-side management, distributed energy resources, and electrification in California.

• Support the sales planning process by analyzing program budgets and cycles to inform strategic planning and resourcing.

• Develop and maintain a regulatory calendar to inform sales and capture efforts.
Requirements
• BA/BS in government, policy, economics, business, environment/energy or related degree.
,
• 5+ years of work experience in energy efficiency, utilities, or regulatory affairs (or relevant field).
Nice-to-haves
• Advanced degree in related field.

• 3+ years of direct experience in a similar role.

• Experience in the utility industry preferred.

• Exceptional written and oral communication skills.
