LOCATION OF POSITION
Maryland Department of the Environment Air and Radiation Administration Climate Change Program 1800 Washington Blvd. Baltimore, MD 21230
Main Purpose of Job
The Administrator III will provide technical support to a new Building Decarbonization Division in the Climate Change Program. The Climate Change Program is responsible for developing and implementing nation leading policies to reduce and sequester greenhouse gas emissions to mitigate the impacts of climate change. The incumbent in this position will engage in research and plan projects to assist in the development, interpretation, and implementation of the Department's building decarbonization plans and policies including the Building Energy Performance Standards (BEPS) regulation, the Zero-Emission Heating Equipment Standard (ZEHES), and the Clean Heat Standard (CHS). BEPS is a nation leading policy to improve energy efficiency and reduce emissions from around 9,000 large buildings in Maryland. ZEHES and CHS are currently under development. ZEHES is focused on emissions from residential-scale space heating and hot water equipment and CHS requires heating fuel providers to reduce the emissions associated with their products in line with the State’s statutory emissions requirements. The Administrator III will also prepare other guidance documents, Standard Operating Procedures (SOPs), and perform technical reviews of required documentation. Responsibilities will also include responding to technical inquiries from stakeholders regarding all three building sector programs and review and respond to relevant public comments. The incumbent will also work to ensure the BEPS, ZEHES, and CHS programs are responsive to the needs of all stakeholders to meet the State’s climate goals and is aligned with regulatory compliance.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following: • Professional experience in communications, marketing, and/or public relations; • Excellent written and verbal communication skills, and ability to present to diverse audiences; • Experience communicating compellingly about building energy efficiency, energy benchmarking, sustainability, climate change mitigation strategies, regulations and code, building electrification, biofuels, and energy efficiency improvement measures for diverse audiences; • Experience communicating with a technical audience of real estate professionals including property managers, building owners, developers, contractors, architects, engineers, tenants, homeowners, and others; • An understanding of best practices in visual storytelling geared toward simplifying messages and inspiring behavior change; • Professional or lived experience incorporating the perspectives of multiple communities, including communities of color and other under-represented communities, in the consideration of impacts and outcomes of a decision-making process; • Experience with lifecycle emissions accounting methods for heating fuels; • Experience with regulatory programs to control air pollution such as equipment emissions standards; • Experience with performance-based standards to reduce emissions from the buildings sector; • Bilingual fluency in Spanish preferred; • Bachelor's degree in business, architecture, engineering, policy, public administration, or related field: • A graduate degree or advanced degree may substitute for one year of required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year. SICK LEAVE – fifteen (15) days of accumulated sick leave per year. PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child. HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
