Job Description
Carbon County is seeking an Administrator to oversee WIOA services at the Carbon County Career Link in Nesquehoning, PA. Responsibilities include planning, supervising staff, coordinating services with agencies, managing programs, and promoting services to job seekers and employers. The role requires a Bachelor's degree and 3 years of relevant experience, including supervisory duties. The position involves community relations and case management responsibilities.
OVERALL OBJECTIVE OF JOB: To plan, organize and supervise the Carbon County WIOA services available through the Carbon County Career Link system. Responsible for Title I Adult, Dislocated Worker and Youth Program services, Welfare programs and other training grant services. These services include all Core, Intensive and Training services under the Workforce Investment Act. Duties include planning, organization, supervision of other WIOA staff, and case management responsibilities. Duties also include coordination of WIOA Services with other agencies and offices involved with workforce and economic development. Responsibilities include community relations related to job seekers, employers and other community based organizations involved with Carbon County Career Link activities. The duties also include planning and oversight responsibilities for Career Link activities in general in the role of Career Link site Administrator.
QUALIFICATIONS:
EDUCATION/TRAINING: Bachelor’s Degree in management or related field.
WORK EXPERIENCE: 3 years working experience in general office management and personnel administration, including one-year supervisory experience. Or, any equivalent combination of experience and/or training.
ESSENTIAL FUNCTIONS OF JOB:
1. Plans, organizes, assists and evaluates all staff services of the County office.
2. Supervises staff and handles related personnel matters.
3. Coordinates services with other agencies and organizations (BWPO, Welfare, OVR, local secondary and post-secondary schools, etc.).
4. Assists the Pocono Counties WDB and Administrative staff in reviewing/analyzing programs and developing new and effective policies, procedures and programs related to WIOA and Career Link services.
5. Resolves complaints regarding work or services from the general public.
6. Promotes WIOA and Career Link services with area job seekers, employers and the community at large.
7. Manages programs and provides case management services including interviewing, determining eligibility and suitability for program services, placement assistance, and miscellaneous client related services.
8. Composes correspondence relating to communications between agencies, employers and other subcontractors involved with WIOA programs and services.
9. Develops and coordinates public relations materials for promotion of WIOA and Career Link services.
10. Interacts daily with internal staff and external agencies, with the Workforce Development Board and administrative staff, BWPO, Welfare, OVR, etc. in order to carry out essential functions of job.
11. Provides employment and training counseling to program applicants and participants both prior to and during their participation in various WIOA training services in order to develop a plan to reach their employment goals.
12. Administers tests to determine applicants reading level, aptitudes and occupational interest using various testing devices.
13. Monitors and evaluates the performance of WIOA subcontractors and training providers for compliance with WIOA regulations and performance goals. Conducts annual reviews of program training results and develops recommendations as to which services and vendors are meeting program goals, and develops corrective action plans for services that have not met their respective program goals.
14. Prepares periodic statistical reports detaining participant and program levels and performance reports.
15. Develops and monitors WIOA program budgets and expenditures in coordination with the WDB Fiscal Agent in order to insure compliance with fiscal regulations and funding availability.
PHYSICAL AND MENTAL REQUIREMENTS:
1. Must possess ability to record, convey and present information, explain procedures and follow instructions.
2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking and occasional driving, carrying, twisting, bending, reaching as necessary to carry out job duties.
3. Simple dexterity of fingers/hands; feet/legs; torso as needed to carry out essential job duties.
4. Sedentary work, with occasional lifting/carrying of objectives with a maximum weight of ten pounds.
5. Must be able to cope with the physical and mental stress of the position.
6. Must be able to pay close attention to details and concentrate on work.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of job.
2. Must possess good communication and interpersonal skills.

4. Must possess ability to function independently, have flexibility and the ability to work effectively with clients, co-workers, employers and others.

7. Must possess the ability to make independent decisions when circumstances warrant such action.
8. Must possess considerable knowledge of principles/practices of office management, personnel and procurement policies and procedures.
9. Must possess considerable knowledge of all applicable federal, state and local policies and procedures regarding WIOA and related issues.
10. Must possess the ability to develop accurate and effective public relations documents to promote agency programs and services.
11. Must possess the ability to compose correspondence and to communicate appropriately regarding agency programs and services.
12. Must possess the ability to skillfully resolve conflict and negotiate effective resolutions.
WORKING CONDITIONS:
1. Works indoor in adequate office space, lighting, ventilation and temperatures.
2. Normal indoor exposure to noise, and stress with frequent disruptions.
3. Normal indoor exposure to dust/dirt.
4. Travels periodically to employers, agencies, meeting or other sites as required to perform essential job functions.
