About the position
The Water Program Support position at Colorado State University (CSU) is a vital role within the Center for Environmental Management of Military Lands (CEMML), located at Joint Base Pearl Harbor-Hickam in Oahu, Hawaii. This position is designed to provide technical support to the NAVFAC Hawaii's Environmental Compliance Branch, ensuring adherence to all regulatory requirements related to Stormwater, Drinking Water, and Wastewater management. The successful candidate will be responsible for offering technical oversight and subject matter expertise across various projects, including planning, inspections, analysis, review, and reporting in these critical areas. The overarching goal of this role is to ensure compliance with both local and federal regulations, thereby contributing to the sustainable management of natural resources. In this position, the candidate will engage in a range of activities that include conducting compliance inspections, participating in regulatory inspections, and assisting with documentation and reporting requirements. The role requires a proactive approach to problem-solving and the ability to work independently while coordinating with military personnel and other stakeholders. The position also involves logistical coordination to support military training activities, ensuring that all project requirements are met efficiently and effectively. The work environment is fully in-office, emphasizing collaboration and teamwork within a structured organization. Responsibilities
• Ensures successful project execution and completion of all requirements of the SOW.

• Handles logistical coordination with co-workers, field crews, and the military to support military training activities.
,
• Conducts water program compliance inspections in support of permitting requirements for stormwater, wastewater, and drinking water.
,
• Participates in regulatory inspections and assists with notes and follow-up actions.
,
• Assists with correspondence, notifications, data calls, reports, and submittals by gathering information, preparing documents, and coordinating with government personnel.
,
• Prepares correspondence letters and coordinates with the Public Affairs Officer on any public notification requirements.
,
• Prepares regulatory submittals, gathers and consolidates monitoring data, produces and distributes reports, reviews and updates management plans, identifies data gaps, updates/maintains databases, and monitors new requirements.
Requirements
• A bachelor's degree with 1 year of professional, post-baccalaureate experience supporting environmental compliance.

• In-depth knowledge of Clean Water Act compliance.
,
• Ability to work independently and take initiative to resolve issues.
,
• Demonstrated superior verbal and written communication skills.
,
• Valid driver's license or the ability to obtain one by the employment start date.
,
• Legally authorized to work in the U.S. by the proposed start date.
Nice-to-haves
• Familiarity with RCRA, CWA, SPCC, and SWPPPs.

• Familiarity with discharge monitoring reports (DMRs).
,
• Understanding of necessary communication protocols for working with military personnel.

• Experience with stormwater monitoring, inspections, and management plans.

• Experience working in a highly structured organization.

• Existing National Agency Check with Inquiries (NACI) is highly desired.
