Purpose of Position:

Water program is one of the development programs of Oxfam America in Ethiopia. During the last ten years, Oxfam America has been implementing projects to harness water resources for productive and domestic uses. The purpose of the water program is to improve rural livelihoods by improving poor and marginalized agricultural and pastoral communities’ capacity to access water to enhance agricultural productivity. Oxfam America envisions realizing this goal through partnering and collaborating with local non-governmental and governmental organizations, INGOs and Oxfam affiliates working. The Water Program Coordinator will be responsible for managing the Water program Strategy of the Horn of Africa Regional Office.

Primary Responsibilities:

- Liaise with stakeholders, allies, partners, research and academic institutions to support Oxfam America’s Water Program as indicated in the water program strategy paper
- Oversee a portfolio of grants and work directly with partners to: Appraise projects and make grants; Conduct regular monitoring visits and evaluate grants and recommend appropriate action as necessary; Prepare written reports of monitoring visits and evaluations; Ensure timely submission of reports by partners; Review and document interim and final narrative and financial reports of projects
- Identifying partner capacity gaps; planning and undertaking partner capacity building activities such as training, workshops and experience sharing visits
- Ensure mainstreaming of cross-cutting issues such as gender, HIV/AIDS, Climate Change and Disaster Risk Reduction into water program
- Lead preparation and implementation of short and long term water program implementation plans
- Lead and coordinate water program impact baseline research and commission and follow up other researchers as required
- Pursue project ideas and prepare fundable proposals
- Prepare and manage water program budget
- Represent Oxfam America locally and abroad on water program related issues
