Sequence Staffing is seeking a Vice President of Climate Policy for the Western States Petroleum Association in Sacramento, CA. This high-profile role involves overseeing climate policy analysis, strategic planning, and legislative advocacy. The VP will lead initiatives supporting climate regulatory policies, engage with members, and contribute to energy transition discussions. Sequence, the leading executive search firm for niche environmental and climate change-related positions, has been exclusively retained by the Western States Petroleum Association (WSPA) and is actively seeking its new Vice President of Climate Policy.

This is currently the most high-profile position of its like in the United States.

It is also an incredibly unique opportunity, with the role being charged with oversight of technical analysis and policy formulation in conjunction with member partners as well as serving as key subject matter expert for the organization.

Founded in 1907, WSPA is the oldest petroleum trade association in the United States. The non-profit represents companies that account for the bulk of petroleum exploration, production, refining, transportation, and marketing in the five western states of Arizona, California, Nevada, Oregon, and Washington.

WSPA is dedicated to ensuring that Americans continue to have reliable access to petroleum and petroleum products through socially, economically, and environmentally responsible policies. With this in mind, their Vice President of Climate will oversee regional and Association-wide climate regulatory policy initiatives in support of the objectives and goals of their membership. A good deal of this effort is focused on strategic planning, goal setting, and direction in terms of the technical direction of climate policy for the Association.

The role supports legislative activities on climate policy that are of concern. Interacting with its membership to provide analysis to state and regional WSPA staff, lobbyists, and consultants on various legislative and regulatory issues involving climate-related issues supporting the expanded advocacy mission of WSPA in the climate space. It also plays a key role and participates in energy transition conversations supporting membership with the evolution of climate change impacts and mitigation. The WSPA sees itself working to balance members' needs, the public, and the overall environment as we navigate the efforts to address climate change. This role is a chance to be a vital voice to those policies that will help shape how we address climate change challenges facing the nation in days to come.
• Provide strong day-to-day leadership for the Association, including providing management of and strategic direction to Association staff and consultants.
• Inform and advocate on behalf of WSPA on climate-related policy issues.
• Proactively monitor and report on priority policies impacting local, regional, and state climate policy issues.
• Proactively participate in the energy transition conversation.
• Build and maintain relationships and constructively liaise with federal, state, and local agencies and officials on related issues.
• Serve as Technical and Research Advisor to the President on all climate policy issues.
• Serve as the Climate Technical Lead for the Association and as a Senior Reviewer for high-profile analysis.
• Provide climate-related technical support and contributing to strategic discussions to help develop responses to issues that cut across multiple states and regions

The role works collaboratively with a wide range and variety of organizational stakeholders, staff, consultants, and members. It also interacts with various regulatory and policy players in local, regional, state, and federal government.

The position requires 10 to 15+ years of professional experience and a bachelor's or master's degree in Public Policy, Economics, Environmental Science, Environmental Engineering, or related field. While the organization seeks an individual who understands the unique issues facing WSPA members, they are tasking us widely to find an individual with broader thinking and exposure to climate issues. So, while experience in energy policy is desired, we are ideally looking for an individual with deep knowledge of climate issues capable of addressing regulatory policy and compliance.

The position is slated to be based here in Northern California but could potentially be a hybrid role with remote office anywhere in California or the western United States with appropriate travel.
