Job Description

The California Public Utilities Commission is hiring a Utilities Engineer in Los Angeles, CA. This permanent, full-time position involves field inspections and compliance enforcement related to rail transit safety. Engineers will develop safety recommendations and regulations while spending time in both the field and home office. The job allows for telework and virtual interviews may be conducted as necessary.

The mission of the Rail Safety Division (RSD) is to diligently strive to inspire safe and reliable rail transportation in California by promoting and enforcing railroad, rail crossing and rail transit safety; and by improving or establishing a positive rail safety culture therein, through our inspection and enforcement efforts and our resolve to look beyond the regulations. RSD strives to enforce state and federal laws, regulations, orders, and directives relating proactively and effectively to transportation of persons or commodities by rail. RSD is comprised of the Railroad Operations Safety Branch (ROSB), Rail Crossings and Engineering Branch (RCEB), and Rail Transit Safety Branch (RTSB).

Job Description And Duties

Virtual interviews via web portals or phone may be offered as deemed appropriate and feasible by the hiring manager – standard in-person interviews will still be offered if conditions permit.

Under supervision of the Senior Utilities Engineer (Supervisor), Utilities Engineers in the Rail Transit Safety Section (RTSB) spend (up to) about half their time in the field inspecting for compliance with Commission General Orders, Public Utilities Code, Federal regulations and industry standards. RTSB Engineers include enforcing Commission’s rules, regulations, and policies, and relevant portions of the California PU Code. RTSB Engineers perform technical engineering work in developing safety recommendations and regulations involving the design, construction, operation and maintenance of light rail transit systems. Time in the home office is spent preparing authorization letters and resolutions, writing clear and comprehensive investigation reports, evaluating plans and documents, researching rail safety and new technology, analyzing rail accident data, commenting on environmental documents, and occasionally, preparing for and testifying in formal proceedings before the Commission. RTSB Engineers lead internal and external meetings that require the ability to clearly articulate complicate issues when recommending solutions based on engineering judgment and/or specific regulations.

In general, this position will require the Engineer to work independently or with other professionals inside and outside the agency; and require that the Engineer establish and maintain cooperative, positive, and productive working relationships. This position requires an ability to travel to assigned territory, including overnight stays within the State of California, travel to the Commission's Sacramento office in a reasonable amount of time and, on occasion, to work evenings and weekends. RTSB Engineers will also attend week-long training; both within and outside of the State of California.
