Job Description
General Functions
This position manages, supervises, and develops the energy management program for the Orange County Convention Center (OCCC) and other Orange County departments and facilities. Develops effective energy programs, including strategies and initiatives for energy reduction, energy efficiency, renewable energy, and recycling and waste diversion. Supports the Department and County Sustainable Action Plan (SAP) and Resiliency Initiatives.
Work is performed with considerable independence under the supervision of a designated manager. Performance is reviewed through observations, reports and results achieved.
Representative Duties/Assignments
Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
• Develops and implements strategies and programs to increase energy efficiency and conservation at Orange County facilities including strategies such as energy audits and existing building commissioning. Researches and implements new facility upgrades to reduce energy and water demand and consumption and to reduce utility costs.
• Maintains accurate databases of metrics including energy use and greenhouse gas emissions for reporting to internal and external certification bodies and stakeholders.
• Tracks the energy and cost savings from energy conservation measures (ECMs) and creates reports documenting the project details and savings.
• Develops and implements an Energy Management Plan in accordance with ISO 50001, including energy and certification audits necessary to maintain certification.
• Benchmarks ongoing building performance using Energy Star Portfolio Manager. Researches and explores demand-side energy management.
• Manages department-level oversight of indoor air temperature, indoor and outdoor lighting, and chilled water, and develops new emissions-reduction policies.
• Establishes methods and procedures of acquiring and tracking Key Performance lndicators (KPIs) associated with energy usage at county facilities such as electricity use, fuels use, and water use as well as renewable energy generation, associated costs, rates, and savings.
• Tracks the use of refrigerants and ensures compliance with Federal, State, and local regulations.
• Supervises employees within the division.
• Performs other related duties as assigned.
Minimum Qualifications
Bachelor's degree from an accredited institution in Engineering, Physical Sciences or a related field and four (4) years of experience in energy management, facility management, building engineering or commissioning, green building (LEED Certification), energy/resource conservation projects/programs or a related field to include two (2) years supervisory experience. In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.
Preferences
A Master's degree in Engineering, Physical Sciences or a related field.
Leadership in Energy and Environmental Design (LEED) Green Associate accreditation or equivalent.
Experience with Energy Star Portfolio Manager, EnergyCap, and ICLEI ClearPath.
Experience in data analysis and/or data interpretation.
Experience in research, writing, graphing and report production.
Experience with Microsoft Excel.
Experience working with Building Automation Systems.
Experience with ISO 50001 certification.

Pay Grade: 021 - From $79,185.60 to $102.939.20
