Job Description

The Tribal Climate Resilience Project Manager at Port Gamble S'Klallam Tribe in Kingston, WA, oversees land use and construction management related to climate resilience. Responsibilities include coordinating relocation projects, facilitating community meetings, and collaborating with various stakeholders. The role requires a Bachelor's degree and extensive experience in project management, particularly in tribal government settings. This position is grant-funded and reports to the Planning Director.
About the position

The Tribal Climate Resilience Project Manager provides land use, infrastructure planning, and construction management services to the Tribe. This includes oversight of home relocation and construction as part of the Climate Resilience program. The position also is responsible for facilitation and administration of community meetings, consulting with climate resilience experts, developing community relocation plans, strategic planning, vulnerability assessments and data gathering in conjunction with the Tribes Natural Resource Department. Ensures that planning efforts are administered in a manner consistent with the Tribe’s goals and policies. This position reports to the Planning Director. This position is grant funded.

Responsibilities
• Function as the coordinator for the shoreline relocation team on planning, construction, and relocation of at least three families.

• Plan, coordinate and lead meetings as needed. Ensures that information from meetings is documented and distributed in a timely manner.
,
• Work closely with the Tribal Council, Administrative Directors, Natural Resources, Planning, and others to guide and coordinate current and long-range planning, and day-to-day activities to address housing issues directly related to climate resiliency.
,
• Prepares/oversees collection of various reports. Prepares and/or summarizing reports for the Tribal Council, community, PGST staff and tribal public relations coordinator.

• Coordinates planning activities with local, state, and federal and non-federal agencies as appropriate.
,
• Maintains contacts of a positive nature with staff, community members, Tribal Council, local, state, regional and federal entities, and others to accomplish tribal objectives and preserve/promote good public relations.
,
• Assist in creating and implementing short term changes and long-term planning efforts around relocation due to shoreline erosion.
,
• Prepare Request for Proposals (RFPs) including bid advertisements, contracts, and other requirements.
,
• Coordinate and perform technical planning functions which includes meeting with tribal staff on laws and regulations; ensuring that environmental reviews are complete for all projects, and that projects adhere to the Tribe’s approved master land use plan.

• Oversee management of construction, including grant implementation and reporting, documentation of environmental review process, preparation of the bid documents, review of the bid proposals along with staff, coordination with the contractor once the bid is awarded.

• Manage climate resilience grant and technical assistance awards, compliance, and reporting.
,
• Estimate, budget, and track expenditures associated with climate resilience grant in conjunction with the Planning Director.
,
• Process invoices from contractors associated with climate resilience projects.
,
• Identify future potential funding opportunities for climate resilience projects in alignment with strategic plan and Tribal Council goals.

• Other Duties as Assigned.

Requirements
• Bachelor’s degree in project management or a related field required.
,
• Ten years of planning, or environmental project management experience in a tribal government preferred.
,
• Three years of direct staff supervision preferred.
,
• Project Management Professional (PMP) certification or similar credential is preferred.
,
• Resiliency shoreline virtual training preferred.
,
• A valid Washington state driver's license is required.
,
• Must have intermediate-advanced personal computer skills are required, as well as word processing, spreadsheet, scheduling software.
,
• Must have basic knowledge of ARCGIS and/or AUTOCAD.
,
• Experience working within Tribal Governments or indigenous communities is required.
,
• Must have knowledge and teamwork skills to interact with technical professionals such as engineers, architects, biologists and GIS experts.
,
• Must be proactive in addressing problems, issues or opportunities.
,
• Must able to carry out duties in a professional manner while dealing with controversial issues where disagreements frequent.
,
• Proven ability to work with tribal staff, architects, engineers, planners, job superintendents and laborers to resolve issues, problems and concerns and ensure successful completion of design and construction projects.
,
• Proven ability to work with tribal staff, tribal boards, tribal council and Native American funding agencies.
,
• Strong organizational skills and attention to detail.
,
• Excellent verbal and written communication skills, with the ability to present information clearly and respectfully to diverse audiences.
,
• Ability to work independently and as part of a team in a fast-paced environment, while being sensitive to cultural dynamics.
,
• Proven ability to plan, manage, and implement projects, programs and initiative of renewable energy projects.
,
• Ability to foster and maintain cooperative working relationships and open lines of communication with leadership, staff, and community members.
,
• Must comply with the Tribe’s Substance Abuse and Personnel Policies.

Benefits
• Full Time - 30 - 40 hrs/week

• Salary Range: $70,434.67 - $79,239.01 Salary/year
